REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTING SERVICES – LAST MILE CONNECTIVITY PROJECT

The Government of Kenya has received a financing from Agence Française de Développement (“AFD”), and
intends to use part of the funds thereof for payments under the following project the Last Mile Connectivity
Project.
The project involves electrification of approximately 280,500 customers in 32 counties across the Country
for a period of 3 years.
The Services of the consultant shall consist of:
a) Preparing a construction supervision manual
b) Assisting with construction mobilization
c) Supervising construction activities
d) Approval of designs
e) Supervision of environmental, safety and social specifications
f) Inspecting materials at factory tests and the contractor’s stores/sites
g) Conducting monthly construction site meetings for all contractors
h) Assisting in contract management activities such as interpretation of contractual provisions,
establishment of contract management tools, progress measurement thresholds, and payment
processing.
i) Preparing monthly and quarterly progress reports for all contractors
j) Project closure including material reconciliation
k) Preparing project completion report.
The Kenya Power & Lighting Company PLC hereby invites applicants to show their interest in delivering the
Services described above.
This Request for Expressions of Interest is open to:

Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD
Financed Contracts in Foreign Countries”, available online on AFD’s website: http://www.afd.fr and the
terms of reference (ToR) shall be accessed on the Kenya Power website: www.kplc.co.ke.
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture
(JV). If an Applicant (including any JV member) submits or participates in more than one application, those
applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include: a copy of the JV Agreement entered into by
all members or a letter of intent to execute a JV Agreement, signed by all members together with a copy of
the Agreement proposal. In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the
applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to
perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted
to demostrate that the applicant has:
a) Successfully completed similar types of contracts in an English speaking country. Minimum:
2 contracts;
b) Experience in supervision and management contracts (owners Engineer contracts) each with a
value of 3 million Euros as a minimum in transmission, medium and low voltage distribution lines
and distribution substations. Minimum 2 contracts;
c) Experience in project supervision and management of similar projects in the region (Africa). Minimum:
1 project;
d) Annual average turnover over the last 5 years. Minimum average: 2.7 million Euros.
The Client will also take into account for the evaluation of the applications the following items:
i) Submission of duly fi lled and signed Statement of integrity.
ii) Submission of ISO 9001 or higher/equivalent certifi cation.
iii) Submission of duly fi lled and signed Covenant of Integrity.
Among the submitted applications, The Kenya Power and Lighting Company PLC will shortlist a maximum of
six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
The Expressions of Interest (hard copies) shall be submitted in sealed envelopes delivered to the address
below and be clearly marked “Expression of interest for supervision and management of works contracts
for supply, design, installation and commissioning of extensions of MV lines, LV single Phase lines and
Service Cables for the Last Mile Connectivity Project’’ no later than 10th January 2023 at 10:00 a.m. East
African Time.
