RESULTS BASED REIMBURSEMENT FACILITY FOR ELECTRIC COOKING SOLUTIONS
Background
The Energising Development (EnDev) programme is a strategic partnership of likeminded donors and partners to promote energy access. EnDev is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), the Netherlands Ministry of Foreign Affairs (DGIS), the Norwegian Ministry of Foreign Affairs and the Norwegian Agency for Development Cooperation (NORAD) and the Swiss Agency for Development and Cooperation (SDC).The programme is implemented in close cooperation with leading international organizations and key local stakeholders. EnDev is co-managed by Deutsche Gesellschaft fur intemationale Zusammenarbeit (GIZ) GmbH and Netherlands Enterprise Agency (RVO.nl). EnDev works in 20 countries across Africa, Asia and Latin America.
Scope of assignment
EnDev Kenya is implementing a Results-Based Reimbursement (RBR) initiative aimed at enhancing the affordability, accessibility, and adoption of electric cooking (e-cooking) solutions. The purpose of this RBR initiative is to support companies and financial intermediaries who have demonstrated reasonable market maturity, to deepen and expand their impact in urban and rural areas. The objective of the initiative being to motivate private sector to enhance last-mile distribution as well as accessibility and affordability by mitigating temporary market barriers to adoption of e-cooking technologies.
This initiative targets manufacturers, distributors, and financial intermediaries who promote and/or offer endconsumer financing for adoption. Running from July 2025 to June 2026, the initiative aims to support the adoption of at least 10,000 e-cooking appliances in households, MSMEs, and institutions.
The companies/firms selected for this RBR facility will be responsible for:
- Making available all necessary resources, infrastructure, and systems (financial, human, inventory, distribution, technical support, data management) required for the delivery of sales targets of electric cooking appliances committed to EnDev.
- Implementing proposed interventions to achieve agreed results, demonstrating additionality, driving market transformation, and maximizing impact through activities like strengthening distribution, stimulating demand, expanding market footprint, and promoting financing.
- Understanding and complying with the RBR structure and requirements for reporting sales data and key interventions implemented.
- Facilitating the verification process (for reported sales and key activities) in line with the project requirements defined in the verification protocol.
Eligibility Criteria
The following information MUST be provided by the companies/firms for evaluation:
- Statutory Documents:
Bidding enterprises must provide as part of the application, the following statutory documents:
- Certificate of Incorporation/Registration Certificate in Kenya
- Business/Trading license
- CR12 Certificate
- Tax Compliance Certificate
- Commercial Eligibility Assessment:
- Average annual turnover for the last three financial years (last-but-four financial year can be included in case of tenders held within six months of end of last financial year). At least EURO 73,708 (KES 10,845,026.58) That is Audited financial statements signed by the auditor and the directors for the last three years (i.e. for 2022, 2023 and 2024)
- Average number of employees and managers for the past three calendar years. A minimum of 5 persons.
- Technical Eligibility Assessment:
- At least 1 reference electric Cooking appliance promoted and sold to end users that meet technical specification and certification requirements of relevant International Electrotechnical Commission (IEC) standards and Kenya Bureau of Standards (KEBS)
- At least 1 reference project/year promoting and selling clean cooking appliances in Kenya.
