CONSULTANTS FOR COMMUNITY-BASED DATA COLLECTION ON URBAN POLICING IN NAIROBI AND MOMBASA
Location: Nairobi & Mombasa, Kenya
Background
Rapid urbanization in Kenyan cities is transforming the landscape of urban governance and security. However, challenges such as informality, inequality, climate vulnerability, and weak public trust in traditional policing models require a reimagining of urban policing that is inclusive, accountable, and collaborative.
In this context, DCAF – Geneva Centre for Security Sector Governance seeks to explore how urban policing in Kenya can evolve to address the social, environmental, and institutional challenges of urbanization—while emphasizing community trust and multi-level governance.
To support this, DCAF is conducting a study that will involve community surveys and focused group discussions (FGDs) in Nairobi and Mombasa. We are seeking an expert or civil society organization (CSO) to assist with data collection and community engagement in this vital research.
Key Responsibilities
The selected expert or organization will support DCAF in the following tasks:
- Review Data Collection Tools: Ensure the relevance, cultural sensitivity, and accessibility of surveys, interview guides, and FGD protocols.
- Community Surveys: Conduct surveys (public perception + police station user) in 4 sub-counties (2 in Nairobi, 2 in Mombasa), interviewing 1250 participants using a pre-defined questionnaire with a mix of qualitative feedback.
- Focus Group Discussions (FGDs): Organize and facilitate FGDs with key local stakeholders in the target regions.
- Logistical Support: Assist with field mission arrangements, including venue, transportation, and translation.
- Documentation: Record key challenges, risks, and suggestions for improving the data collection process.
- Analysis & Reporting: Provide a synthesis report of the quantitative survey data and contribute to the thematic analysis on key topics such as police-community trust, conflict resolution, and urban security governance.
Required Experience
Applicants must have the following qualifications:
- Experience: Proven experience in applied social research, survey implementation, and qualitative fieldwork, particularly in urban contexts like Nairobi and Mombasa.
- Community-Based Data Collection: Strong background in conducting surveys, FGDs, and Key Informant Interviews (KIIs) with diverse communities, including youth, women, marginalized groups, and migrant populations.
- Facilitation Skills: Demonstrated expertise in facilitating inclusive and safe community discussions.
- Data Management: Strong ability to manage, clean, and organize datasets and qualitative material for rigorous analysis.
- Local Knowledge: Established relationships with community actors, civil society organizations, and local governance/security stakeholders are highly desirable.
- Language Proficiency: Fluency in English and Kiswahili (both spoken and written) is required. Knowledge of additional local languages in Nairobi and Mombasa is a plus.
The role spans from September 2025 to February 2026.
