1.0 BACKGROUND
IR Kenya started operations in Kenya in 1993 through a local CBO in Mandera District, Northern Kenya. It opened its fully-fledged office in March 2006 at the height of the drought in the Horn of Africa. Since then, it has been providing humanitarian and development assistance to vulnerable communities. Over these years, IRK has remarkably changed the lives of the vulnerable and disadvantaged communities. In January 2010 and October 2011, IRK extended its operation to Wajir County and Garissa County, to serve both the local community and refugees at Dadaab Camp. Islamic Relief Kenya is currently implementing programmes in the following sectors: Health and Nutrition; WASH (Water, Sanitation and Hygiene); Sustainable Livelihoods and Disaster Risk Reduction (DRR); Child Welfare/Protection & Education; and Emergency Response. Over the years, IR Kenya has implemented various development and relief activities which have remarkably changed the lives of vulnerable and disadvantaged communities in Garissa, Wajir, Mandera, Kilifi, Tana River, Marsabit and Kajiado Counties. IR Kenya commits to standards which ascribe to program quality and improved programming. This obliges us to conduct Baseline and Endline Evaluations study for all development projects in the specific areas of the project interventions to help in setting benchmarks for the project before implementation of the project activities which will be used to leverage changes at the end of the project to enable is in documenting intended and unintended changes that have been realized, which can be attributed to the project.
2.0 Purpose and Objectives of The Endline Evaluation
IRK seeks to engage a qualified consultant/consultancy firms to be conducting Baseline and Endline Evaluations of the project that we shall be implementing in all our areas of operations in Kenya – Mandera, Wajir, Garissa, Tana River, Kilifi or any other County that we shall be implementing projects from time to time. Baseline evaluations aim to.
- Establishing a Baseline/starting point for monitoring and evaluating the impact of the intervention. This will form a reference point against which progress can be measured and evaluated throughout the project cycle.
- Identifying Gaps in the current situation in the projects target areas that will guide the development of appropriate interventions.
- Establishing the types of Indicators to be used to track progress towards achieving desired outcomes, help to measure the effectiveness of the intervention.
- Developing appropriate interventions and identifying the needs of the target population as well as providing insights that guide the development of effective interventions.
- Providing data that will be used to measure changes that occur as a result of the intervention hence the impact of the interventions.
The endline evaluation aims to: of an End-Line Evaluation
- Measure Impact and Outcomes: To determine the extent to which a project has achieved its stated objectives and goals by comparing end-line results with the baseline evaluation conducted at the project’s start.
- Assess Effectiveness and Efficiency: To evaluate how well the project delivered its intended results, how efficiently it used resources, and to understand the factors that contributed to or hindered its success.
- Identify Lessons Learned: To extract valuable insights, best practices, and common challenges encountered during the project’s implementation to inform the design and management of future programs.
- Provide Recommendations: To offer concrete suggestions for improvements in future programming, management strategies, and the overall approach to similar initiatives.
- Determine Sustainability: To assess the likelihood of the project’s positive effects continuing after the intervention concludes and to evaluate any sustainability measures put in place.
- Compare Baseline to End-Line: To quantify the changes that have occurred over the project’s duration, providing a clear picture of the transformation and progress made.
- Accountability: To demonstrate accountability to stakeholders by showing the results and impact of the project.
- Strategic Decision-Making: To provide data-driven insights that can guide future planning, resource allocation, and strategic adjustments for ongoing and upcoming projects.
- Organizational Learning: To foster a culture of continuous learning and improvement within the organization by capturing and disseminating knowledge gained from the project.
- Assess the awareness, perception, and accessibility of the IRK feedback and Complaints Mechanisms among the target population
3.0 Methodology
The consultants will propose the most suitable study design, sampling methods and approach, sample size, data collection, and analysis approaches that are suitable for the project being evaluated during the baseline or endline evaluation.
4.0 Expected Deliverables
The following are the expected deliverables for each assignment.
- a)Inception report and data collection tools.
- b)Draft report to be validated by the Islamic Relief Kenya and Islamic Relief Worldwide technical team.
- c)Final Report after addressing inputs from both IRK and IRW technical teams (the report must be submitted in MS Word and PDF format as well as three printed copies, which should be handed to the IRK team upon completion of this activity).
- d)Datasets for quantitative data in Excel format and KII and FGD transcripts in Word. Beneficiary data is personal data and MUST be protected within the IRK data protection policy, which will be shared with the consultant.
- e)A PowerPoint presentation which summarises the entire study In performing the activities related to the evaluation, the consultant shall be expected to strictly adhere to IRK, data protection and privacy policy, Child safeguarding, Safeguarding and the IRK code of conduct.
