- The Eastern and Southern African Trade and Development Bank (TDB) has received financing in the amount of US$ 95 million equivalent from the World Bank toward the cost of the Africa Green, Resilient and Inclusive Housing De-risking (GRIHD) Facility Project and intends to apply part of the proceeds to payments for goods, non-consulting services and consulting services to be procured under this project.
- The Project includes the following components:
2.1 Component 1: Catalyzing Private Capital for Green, Resilient and Inclusive Housing Value Chains: This component will support the establishment and capitalization of the GHVC Fund as a ring-fenced special purpose vehicle (SPV) within TDB Group and provision of de-risking products to Partner Financial Intermediaries (PFIs), which in turn finance various actors in the value chain for green, resilient and inclusive (GRI) housing, including devel- opers, contractors, suppliers, and manufacturers of housing technologies and materials.
2.2 Component 2: Technical Assistance: This component, whose funds will be ringfenced and implemented by the GHVC Fund, will address key institutional and technical capacity gaps within TDB and the GHVC Fund to adequately meet the GHVC Fund’s mandate. It will focus on: (a) capacity building for the GHVC Fund, PFIs, and ecosystem stakeholders; (b) awareness and communication campaigns to challenge cultural misconceptions/ attitudes towards alternative building materials, including the development of a targeted gender-sensitive learning curriculum; and (c) dialogue on policy and regulatory reforms to cultivate an enabling environment for the GHVC Fund’s products.
- The goods, non-consulting services and consulting services expected to be procured through open international competitive procurement under this Project include:

3.10 Consulting services for development of E & S new policies and Procedures
3.11 Consulting services for development of ESMS for 4 PFIs engaged in GRIHD
3.12 Consulting services for improvement of E&S Instruments (Gap Fillling) of at least four Projects and sub-projects Financed by GRIHD.
3.13 Other contracts for non-consulting services and consulting services that may be required to support the achievement of Project objectives.
- Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’ Procurement Regulations for I PF Borrowers, First Published July 2016 and Revised Fifth Edition September 2023” (hereafter referred to as “Procurement Regulations”); and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided no objection’.
- Specific procurement notices for contracts, subject to open international competitive procurement will be announced as they become available, in UN Development Business online, on the World Bank’s external website and TDB’s website, https://www.tdbgroup. org and newspapers of national circulation in Kenya.
