CONSULTANCY SERVICES FOR ENVIRONMENTAL AND SOCIAL COMPLI- ANCE AUDIT FOR THE NAIROBI RIVERS BASIN REHABILITATION AND RESTORATION PROGRAM: SEWERAGE IMPROVEMENT PROJECT PHASE II (NARSIP II)

ATHI WATER WORKS DEVELOPMENT AGENCY TENDER NOVEMBER 2025 

REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

1. The Government of Kenya has received financing from the African Development Bank toward the cost of
   the NAIROBI RIVERS BASIN REHABILITATION AND RESTORATION PROGRAM-SEWERAGE IMPROVEMENT
   PROJECT PHASE II (NARSIP II), and intends to apply part of the proceeds for consulting services.
2. The consulting services (“the Services”) involve undertaking Environmental and Social Safeguards (ESS)
   compliance audit to evaluate the project’s level of compliance with applicable E&S requirements for the
   Nairobi Rivers Basin Rehabilitation and Restoration Program: Sewerage Improvement Project Phase II (NaRSIP II).
   The scope of services for the Consultant will include but not be limited to:
   a) Review the required policies and documentation relating to available reports under NaRSIP II program.
   b) Prepare an Inception Report detailing the methodology and work plan
   c) Hold consultation(s) with the relevant regulatory agencies and stakeholders
   d) Produce and present audit reports to the Agency and AfDB.
3. The consultancy services will be carried out over a period of 6 Months
4. Athi Water Works Development Agency now invites eligible consulting firms (“Consultants”) to indicate
   their interest in providing the Services. Interested Consultants should provide information demonstrating
   that they have the required qualifications and relevant experience to perform the Services. The shortlisting
   criteria are:
   a) Experience in at least 3No. environmental and social audit of water and sanitation projects including
   large infrastructure projects
   b) Experience in. the implementation of at least 4No ESIAs, ESMPs, RAPs of projects financed by AfDB or other DFI.
   c) Availability of appropriate skills amongst staff including Health and Safety Expert, Environmentalist,
   Sociologist, Resettlement Expert, Social Safeguards Expert etc.
5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with
   the African Development Bank’s “Rules and Procedures for the use of consultants dated July 2012, which
   is available on the Bank’s website at http://www.afdb.org
6. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance
   their qualifications.
7. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set
   out in the Consultant Guidelines.
8. Further information can be obtained at the address below during office hours from 0800 to 1700 hours
   from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
9. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or
   by fax, or by e-mail) by 12.00pm East African on 26th November 2025.
