GIZ TENDER NOVEMBER 2025
| EXPRESSION OF INTEREST (EOI) |
DEVELOPMENT OF ELECTRIC MOBILITY OBSERVATORY FOR KENYA
Background
The transport sector is responsible for more than 70% of all energy related GHG emissions in Kenya, with road transport accounting for more than 95%. At the same time, the expansion of renewable energies including wind and solar energy has progressed positively in the recent years, however, electricity demand has not risen in line as initially expected leaving Kenya with a situation of overcapacity.
Electrification of transport using renewable energies plays a critical role in promoting sustainable, climate-friendly transport solutions. Further, in the recently updated Nationally Determined Contributions [NDC], Kenya prioritises electrification of transport systems as one of the ambitious mitigation initiatives aiming to abate GHG emissions by 35% by 2035.
The project “Promotion of electric mobility in Kenya” is commissioned by the German Ministry for Economic cooperation and Development (BMZ) and co-financed by the European Union. The project implemented in coordination with the State Department for Transport seeks to strengthen competencies and capacities for an enabling framework and market development for enhanced electric mobility uptake.
Context
Knowledge dissemination and sharing among the government, private sector, research, and consumers, is very important for the successful adoption and substantial growth of E-Mobility in Kenya. In order to achieve a better basis for reviewing the effectiveness of E-Mobility interventions, digital tools are required tofacilitate this. Robust observatories and collaborations for knowledge sharing can build local expertise, significantly increasing awareness of Electric Vehicles (EV) benefits, and powering innovation. Widespread and impactful dissemination of information through diverse channels like public campaigns, education, and online resources is key to tackling misconceptions, dramatically boosting EV uptake, and driving the development of necessary infrastructure.
The aim of the Electric Mobility Observatory is to serve as a pioneering digital platform for gathering, analysing, and disseminating critical data on Kenya’s evolving electric mobility sector. By providing valuable insights into the adoption of electric vehicles (EVs), infrastructure development, policy trends, and other sector-related factors, the observatory will support evidence-based decision-making, innovation, and growth within Kenya’s electric and sustainable mobility ecosystem. This is in line with the draft E-Mobility policy, which highlights the need for an EV data management framework to facilitate data sharing on usage patterns, charging behaviour, and so on to inform strategic planning and infrastructure needs. The draft policy also highlights the need for platforms for knowledge sharing in electric mobility to promote EV knowledge sharing locally and internationally.
