- Who is the Danish Refugee Council?
Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included in hosting societies; and works with civil society and responsible authorities to promote the protection of rights and peaceful coexistence.
Displacement in the East and Horn of Africa region is consistently high, protracted, and dynamic. A combination of factors including conflict and violence, cyclical climatic shocks, and the growing threat of pandemic diseases are major triggers of displacement. Additional factors such as poor governance, food insecurity, environmental degradation, and poverty, underpin displacement in the region making it highly complex.
The search for durable solutions to the protracted displacement situation in East Africa and the Horn of Africa is a critical humanitarian and development concern. Displacement is a regional/cross-border issue with a strong political dimension, demanding a multi-sector response beyond the existing humanitarian agenda.
The Regional Durable Solutions Secretariat (ReDSS) was created in 2015 to maintain focused momentum and stakeholder engagement towards durable solutions for displacement-affected communities in East Africa and the Horn of Africa. ReDSS comprises 14 NGOs: Action against Hunger (French: Action Contre La Faim – ACF), ACTED, CARE International, Concern Worldwide, the Danish Refugee Council (DRC), the International Rescue Committee (IRC), INTERSOS, Mercy Corps, the Norwegian Refugee Council (NRC), Oxfam, the Refugee Consortium of Kenya (RCK), Save the Children, World Vision, the Lutheran World Federation (LWF). DRC, IRC, and NRC form the ReDSS steering committee.
- Purpose of the consultancy
The Danish Refugee Council (DRC), based in East Africa and acting on behalf of the Regional Durable Solutions Secretariat (ReDSS), seeks to engage the services of an independent audit firm to carry out external audits for three (3) separate projects, hereafter referred to as Lots 1–3.
Each lot represents a distinct audit assignment, with its own scope of work, donor requirements, and reporting obligations as detailed in the respective Terms of Reference annexed to this document.
The three lots are as follows:
- Lot 1 – Danish Red Cross Audit:
Audit of the Resilience, Health, and Rights in Northern Kenya project, as stipulated under the contract and annexes between the Danish Refugee Council and the Danish Red Cross. - Lot 2 – Embassy of the Netherlands Audit:
Audit of the Kenya Refugee Evidence Platform and Localization Agenda (KREPLA) project, as stipulated under the contract and annexes between the Danish Refugee Council and the Embassy of the Netherlands. - Lot 3 – SDC Audit:
Audit of the Durable Solutions to Support Social and Economic Inclusion of Displacement-Affected Communities in East Africa project, as stipulated under the contract and annexes between the Danish Refugee Council and the Swiss Agency for Development and Cooperation (SDC).
- Objective of the consultancy
As stipulated in Lot 1, 2 & 3 Terms of Reference.
- Deliverables
The Consultant will submit an audit report for the project by email and a bound hard copy.
