EXPRESSION OF INTEREST (EOI) FOR LAND COMMERCIALIZATION INITIATIVE
DEPARTMENT OF LANDS, PHYSICAL PLANNING, MINING AND URBAN
DEVELOPMENT
1. BACKGROUND
The County Government of Taita Taveta, in exercise of its constitutional mandate
over county public land as provided under Articles 62(2) and 62(3) of the
Constitution of Kenya, has adopted the Taita Taveta County Land
Commercialization Initiative to unlock the economic potential of underutilized
county land.
This initiative is a key component of the County’s development agenda, as
articulated in the Taita Taveta County Integrated Development Plan (CIDP) 2023–
2027, and seeks to transform idle or underutilized public land into productive
spaces for agricultural, industrial, commercial, residential, and infrastructure
development.
The program aims to attract structured private sector investment to stimulate
sustainable economic growth, promote agricultural productivity, foster local
industrialization, create employment opportunities, and increase county revenue.
Through this initiative, the County Government envisions the establishment of
industrial zones with supporting infrastructure such as water, electricity, road
networks, and security in strategic areas including Ndii, Voi Town, Landi, and
Taveta New Town. The commercialization process will incorporate responsible
land management, community participation, and environmental safeguards to
ensure inclusive and sustainable development.
2. OBJECTIVES OF THE LAND COMMERCIALIZATION INITIATIVE
To make available underutilized county public land for productive leasing and
investment in agricultural and non-agricultural sectors.
To attract private investment into agriculture, industrialization,
commercial, residential, and infrastructure development.
To promote value addition, agro-processing, and job creation across key
value chains.
To ensure responsible and sustainable land utilization that balances
economic development with environmental protection.
To contribute to county and national economic growth through increased
productivity and revenue generation.
3. TERMS OF REFERENCE FOR INVESTORS
The County Government of Taita Taveta seeks Expressions of Interest (EOIs) from
qualified companies and investors with demonstrated technical and financial
capacity to undertake agricultural, industrial, or other value addition projects on
identified county public land.
Interested firms must demonstrate experience in large-scale or medium-scale
commercial, industrial, or infrastructure projects that generate local employment
opportunities, promote sustainability, and utilize environmentally sound
technologies.
Projects should align with the County’s development priorities, support inclusive
growth, and ensure participation of local communities in employment and supply
chains.
4. SITE DESCRIPTION
This EOI covers:
Bachuma land 15,000 acres, located in Voi Sub-County.
Underutilized Parcels of land in Taveta Sub-County.
Further details of the land parcels will be provided in the detailed tender
documentation.
A Pre-Bid Site Visit shall be conducted between Wednesday, 19th November
2025 and Friday, 21st November 2025.
5. QUALIFICATION AND EVALUATION CRITERIA
Interested investors should provide the following documentation:
a) Valid Tax Compliance Certificate from KRA or equivalent tax authority.
b) Certificate of Incorporation / Business Registration.
c) Valid Business Permit.
d) CR12 (for companies) showing directors and shareholding.
e) Valid PIN Certificate with VAT obligation.
f) Certified audited accounts for the last three years (2022, 2023, 2024).
g) Evidence of relevant experience in implementing and operating large
commercial, industrial, or infrastructure projects within the last five years.
h) Indicate whether the investor is interested in part or the whole parcel and
specify the preferred size.
i) Provide qualifications of at least three (3) key personnel with relevant expertise.
j) Provide a brief (½ page) concept on proposed land use for agricultural,
industrial, or other economic development purposes.
k) Outline potential employment and community participation
opportunities arising from the proposed project.
Firms may include any additional information demonstrating competence,
innovation, and sustainability.
6. SUBMISSION DETAILS
Interested investors should submit one original and one copy of their
Expression of Interest in a sealed envelope clearly marked:

Submissions must be deposited in the Tender Box at Mwatate
Municipality Offices, Mwatate Town, not later than 11:00 a.m

7. GOVERNANCE AND IMPLEMENTATION
The County Government of Taita Taveta shall implement this initiative through
the Department of Lands, Physical Planning, Urban Development and Mining,
working in consultation with relevant county departments, local communities,
and development partners.
All projects will adhere to applicable laws, county spatial plans, environmental
standards, and community engagement frameworks to ensure transparent,
inclusive, and sustainable development outcomes.
