Description
The United Nations Office on Drugs and Crime (UNODC) invites qualified interested firms to submit Expression of Interest (EOI) to participate in the upcoming solicitation for the Provision of Goods and Services to PACS for Strengthening its Community Service Orders Programme in North Eastern Counties of Kenya. The United Nations Office on Drugs and Crime (UNODC) through its Criminal Justice Programme (CPCJ) Programme aims to support Kenya’s Probation and Aftercare Service (PACS) in enhancing its Community Service Orders (CSO) initiative across six counties in North Eastern Kenya. This effort integrates environmental sustainability into criminal justice by establishing tree nurseries managed by offenders, promoting rehabilitation through climate-focused community- service. The initiative fosters offender reintegration, ecological restoration, and community engagement, while contributing to Kenya’s national goal of planting 15 billion trees by 2032 and advancing UNODC’s green justice and alternatives to imprisonment agenda. The project’s primary objectives of this requirement are:
- Support PACS in implementing tree nursery-based rehabilitation for offenders under CSO. Promote environmental sustainability and climate resilience through offender-led greening initiatives.
- Enhance offender rehabilitation by transferring skills in nursery management and fostering community integration.
- The complete details of the requirement will be provided in the tender documents that will be issued to bidders after this request for EOI is closed.
Specific Requirements Information Pre-qualification of Vendors
This pre-qualification is intended to assess vendors against pre-determined criteria listed below. Only those vendors which in the opinion of the United Nations demonstrably meet the criteria will be shortlisted to participate in the upcoming tendering exercise following the finalization of the pre-qualification process. The UN will judiciously apply these criteria to prequalify adequate number of vendors with a goal to maximize competition and serve the interest of the United Nations. Eligible Institutions Must:
- Be registered in Kenya and certified by Kenya forest Service (KFS) and Kenya Plant Health Inspectorate Service (KEPHIS).
- Provide a brief profile (1 page) indicating proven experience in nursery management.
- Provide a minimum of 2 qualified experts with horticultural or forestry backgrounds.
