PROVISION OF LEGAL SERVICES TO THE COUNTY ASSEMBLY OF KITUI
Nature and Scope of the Tender
i. The Kitui County Assembly Service Board also referred to as Procuring Entity invites sealed
tenders from eligible candidates for the Provision of Legal Services to the County Assembly of Kitui.
The tender is open to eligible service providers within the Country and will run for a period of twoyears Contract.
ii. To offer a myriad of legal and associated services (hereafter referred to as the Services) as may
from time to time be required on ‘as and when needed Basis’ over the period in question.
iii. The scope of the Services includes the fields of Company and Commercial Law, Constitutional
and Administrative Law; Construction and Engineering law; Conveyancing; Debt Recoveries;
Employment and Labour laws; Health and Safety laws; law relating to Information Technology;
Land Law, Public-Private Partnership, Procurement law, Arbitration and Alternative Dispute
Resolution; Environmental Law; Insurance law; contract negotiations; Devolution and Public Policy.
iv. This will also include provision of expert advice and opinions on specific cases, transactions,
events including projects. It may involve carrying out searches in land and company registries
together with liaising with other relevant bodies and authorities.
v. The Advocates will be expected to primarily work closely and under the auspices of the Office of
the Clerk to The County Assembly of Kitui
vi. The document may be viewed and downloaded from the County Assembly of Kitui Public
Procurement website: www.kituiassembly.go.ke or www.tenders.go.ke or
www.supplier.treasury.go.ke and register your details online through kituiassembly@gmail.com for
purpose of addendum.
vii. Contract Price shall be as per the Advocates Remuneration Order Act,2014 Rates (Hereinafter
called “Contract Price”).
viii. Completed tender document with all the attachments MUST be submitted through the Integrated
Financial Management Information System (IFMIS) platform so as to be received not later
than 27th November 2025 at 12.00 Noon.
ix. The Tenderer must fill the Tender Securing Declaration Form provided, provide a self-declaration
that the firm is not debarred from participating in Public Procurement and also provide a selfdeclaration that it will not engage in corrupt practice
x. Interested suppliers who may experience challenges uploading or accessing their tender documents
in the IFMIS Supplier portal should seek help from IFMIS help desk tel. 0800721477/0202480180
at Nairobi treasury.
xi. The system will automatically LOCK OUT at the time and date of the tender closing as indicated
in the IFMIS PORTAL. The tenders shall be opened electronically immediately thereafter in the
presence of all bidders or their designated representatives who choose to attend at the committee
tent inside County Assembly of Kitui Compound.
