GENDER MAINSTREAMING INTO COUNTY CLIMATE STRATEGIES NOVEMBER 2025
ABOUT THE NDC PARTNERSHIP
The NDC Partnership is a global coalition, bringing together more than 250 members, including more than 130 countries, developed and developing, and more than 110 institutions to deliver on ambitious climate action that helps achieve the Paris Agreement and drive sustainable development. Governments identify their NDC implementation priorities and the type of support that is needed to translate them into actionable policies and programs. Based on these requests, the membership offers a tailored package of expertise, technical assistance and funding. This collaborative response provides developing countries with efficient access to a wide range of resources to adapt to and mitigate climate change and foster more equitable and sustainable development. The NDC Partnership Support Unit is jointly hosted by the World Resources Institute (WRI), the UN Office for Project Services (UNOPS) and the UN Climate Change Secretariat (UNFCCC). For this project, the Consulting firm will be contracted through WRI.
BACKGROUND
The Kenya State Department for Gender Affairs and Affirmative Action (SDGAAA) is pursuing a coordinated way of implementing gender-responsive climate action at both national and county levels. Following the successful development and launch of the National Gender and Climate Change Action Plan (NGCCAP) in June 2025, the Department immediately embarked on its implementation, in line with its mandate centered on gender policy integration, capacity development, and partnerships building and coordination to ensure that all people, including marginalized groups, benefit equitably from climate interventions. These initiatives are designed to promote inclusivity, strengthen institutional coordination, and ensure that Kenya’s climate actions are socially just and gender-transformative.
The SDGAAA has made notable progress in mainstreaming gender considerations within key national climate frameworks. Gender perspectives have been successfully integrated into Kenya’s Nationally Determined Contributions (NDC 2031–2035), ensuring that climate commitments address the differentiated needs and priorities of all.
At the county level, the Department has strengthened coordination mechanisms through the establishment of the sixth thematic sub-committee under the National Gender Sector Working Group (NGSWG), the Gender, Climate Change, and Disaster Risk Reduction (DRR) sub-committee. This newly formed body plays a critical role in coordinating gender and climate actions, promoting women’s 2 leadership, mobilizing gender-responsive financing, strengthening the use of sex-disaggregated data, and building institutional capacity to integrate gender considerations into climate and DRR policies across all sectors and counties.
To enhance institutional responsiveness, SDGAAA has conducted extensive capacity-building of national government County Gender Directors from all 47 counties. The training workshop provided a platform for collective reflection, identification of implementation gaps, and the development of strategies to advance gender-responsive climate action in respective counties. Through these engagements, the Department reinforced the NGCCAP as a guiding framework to ensure that climate actions are not only technically sound but also socially equitable, leaving no one behind.
In addition, the Department has embarked on sensitization initiatives on Gender, Climate Change, and Disaster Risk Reduction, highlighting the gendered impacts of climate change and the importance of addressing gender inequalities to achieve sustainable solutions. These sensitization sessions have supported awareness creation at both community and institutional levels in some counties, fostering inclusive participation in climate action.
To sustain the momentum and deepen the impact of these efforts, SDGAAA is looking to engage a consultancy firm to support in the dissemination of the NGCCAP in remaining counties to promote localized understanding and ownership of the plan. This will include continued capacity building for national and county-level officers across all sectors of the economy to enhance gender-responsive implementation of climate initiatives; and the launching of the County Gender Sector Working Group Sub-committee on Gender, Climate Change, and Disaster Risk Reduction in all Counties, which will serve as a coordination mechanisms for integrating gender into climate and DRR frameworks and effectively track the same.
Overall Objective of the Consultancy
The primary objective of this consultancy is to deepen the impact of Kenya’s gender-responsive climate action efforts by ensuring the widespread dissemination and ownership of the NGCCAP in remaining counties. It will further enhance the capacity of government officers and other stakeholders and develop standardized guidelines for integrating gender into climate change and DRR strategies across all levels.
SCOPE OF WORK AND ACTIVITIES
The selected Consulting Firm shall be responsible for the execution of the following three interdependent components:
Component A: NGCCAP Dissemination and Capacity Building
The Consultant shall support the SDGA&AA in mobilizing and conducting targeted capacity-building workshops for roughly 30 to 50 participants to promote localized understanding and gender responsive implementation of climate initiatives in 25 targeted counties, grouped in 5 economic blocks:
- Jumuiya ya Kaunti za Pwani (Kilifi, Kwale and Mombasa Counties)
- North Rift Economic Block (Uasin Gishu, Nandi, Elgeyo Marakwet, Bungoma) 3
- Lake Region Economic Block (Kisumu, Siaya, Homa Bay, Nyamira, Vihiga)
- Mount Kenya and Aberdares Region Economic Block (Nyandarua, Tharaka Nithi, Embu, Kirinyaga, Murang’a, Laikipia, Kiambu, Isiolo)
- South-Eastern Kenya Economic Block (Nairobi, Kitui, Machakos, Makueni, Kajiado).
Activities:
- Dissemination Strategy: Develop a comprehensive communication and dissemination strategy for targeted counties for the NGCCAP, detailing methodology, key messages, and target audiences at the county level.
- Capacity Needs Assessment (Rapid): Conduct a rapid assessment to identify specific knowledge and skill gaps among county officers and stakeholders concerning the integration of gender into climate and DRR policy and programming.
- Update training materials: Update training manuals and review development of any new modules based on the NGCCAP and identified gaps, focusing on practical tools for gender mainstreaming, gender analysis, and use of sex-disaggregated data.
- County Sub-Committee Launch: As part of the workshops, facilitate the launch of County Sector Working Group Sub-committee on Gender, Climate Change, and Disaster Risk Reduction in the 25 targeted counties, providing initial orientation on their coordination role and tracking mechanisms.
Component B: Logistics Management for Dissemination Workshops
The Consultant will provide comprehensive logistical and administrative support for the clustered, multi-county dissemination and sensitization workshops.
Logistics Tasks:
- Venue Management: In coordination with the NDC Partnership’s In-Country Facilitator and Support Unit, the consulting firm will support the sourcing, booking, and management of appropriate venues (hotels/conference centers) for the clustered 3-day workshops,
- Accommodation & Catering: In coordination with the NDC Partnership In-Country Facilitator and NDC Partnership Support Unit, the consulting firm will support the sourcing, booking, and management of appropriate hotel accommodation (as needed) and the full conference package (meeting space, lunches, tea/coffee breaks) for all participants.
- Logistics Support: The consulting firm will provide logistic support for participants, including travel and accommodation for the total number of participants over the required workshop days (roughly 50 participants per block).
- Documentation: Provide complete attendance sheets, workshop technical reports, photographic evidence, and any other reports for all workshops.
Component C: Development of Gender Mainstreaming Guideline
The Consultant will lead the technical process of developing a practical, user-friendly guideline for mainstreaming gender into national and county-level climate change and DRR strategies. Activities:
- Desk Review: Conduct an exhaustive review of existing national policies (e.g., Climate Change Act, NCCAP, NDC, National Policy on Gender and Development, Gender Mainstreaming Guidelines in the Public Sector) and county-level climate change, DRR and gender policy documents and strategies to identify entry points, gaps, and best practices for gender integration.
- Drafting Guideline: Building on regional capacity building process, draft a comprehensive Gender Mainstreaming Guideline that provides practical steps, tools, and indicators for national and county governments to systematically integrate gender considerations into their climate change and DRR frameworks, budgets, and Monitoring & Evaluation (M&E) systems.
- Stakeholder Consultation and Validation: Organize and facilitate a one-day validation workshop for the draft Guideline, to gather and incorporate final feedback from engaged stakeholders.
- Finalization and Validation: Produce the final and clean version of the Gender Mainstreaming Guideline which will be validated in a national stakeholder workshop before publication.
