INVITATION TO TENDER
PROVISION OF HOTEL SERVICES AND CONFERENCE FACILITIES – FRAMEWORK AGREEMENT FOR THE PERIOD 2025-2027.
1. The County Assembly of Nyeri invites sealed tenders for the Provision of Hotel Services and
Conference Facilities through Framework Agreement for the period 2025-2027.
2. Tendering will be conducted under open competitive tendering method and is open to all
eligible bidders in Kenya from the regions indicated in the schedule of requirements. Tenders
will be awarded on the basis of Framework Agreement
3. The duration of the Framework Agreements shall be one year and maybe renewed for a further
one year subject to performance.
4. The qualification criteria and evaluation criteria is as provided for under Section III
5. Qualified and interested tenderers may obtain further information and inspect the Tender
Documents during office hours at the address given below.

during normal working hours on Monday to Friday between 0800hrs to 1700hrs (East Africa Time).
6. A complete set of tender documents may be obtained electronically free of charge
from www.nyeriassembly.go.ke or the PPIP portal, www.tenders.go.ke.
7. Tenderers who download the tender document must forward their particulars
immediately to info@nyeriassembly.go.ke to facilitate any further clarification or
addendum/addenda.
8. The Tenderer shall chronologically serialize all pages of the tender documents
submitted.
9. Completed tenders must be delivered to the address below on or before 16 th February,
2026 at 1000hrs (East Africa Time). Electronic Tenders WILL NOT be permitted.

10. Tenders that do not fit in the tender box shall be deposited at the Clerk’ office and recorded using
the register located at the Clerk’s Office-reception at The County Assembly of Nyeri, Block A, First Floor.
11. Tenders will be opened immediately after the deadline date and time specified above. Tenders will be
publicly opened in the presence of the Tenderers’ designated representatives who may choose to attend
at the address below.
12. Late tenders will be rejected.
13. The charge rate or pricing mechanism and any other associated costs shall be agreed with each firm,
and shall be valid for the term of the Framework Agreement
14. The County Assembly of Nyeri will engage Framework Agreement firms as required, through calloff contracts.
15. There is no guarantee of being awarded a call-off contract, and no commitment will be made with
regard to possible volume of Services.
16. A Framework Agreement is not an exclusive agreement and the County Assembly of Nyeri reserves
the right to procure the same or similar Services from other firms.
17. Any service providers whose performance does not meet the required shall be removed from the
Framework Agreement.
18. Firms will be selected from the framework Agreements to provide the services depending on the region
and the number of participants.
19. The statement of services to be provided shall be given to the selected service provider during the calloff stage.

21. On the Front side of the envelope, Bidders should indicate the name of the Procuring Entity and
its Address, Tender Reference Number as well as the Name as Prescribed (Description). On the
back side of the envelope, Bidders should indicate the Bidding Company’s Name and Address.
