NATIONAL COUNCIL FOR NOMADIC EDUCATION IN KENYA (NACONEK)

(CONSULTING SERVICES-FIRM SELECTION)
The National Council for Nomadic Education in Kenya (NACONEK) is a Semi-Autonomous Government Agency under the Ministry of education. The agency is established under Section 94(1) and the sixth schedule of the Basic education Act of 2013 to address the disparities in education in the ASALs, Pockets of Poverty and Urban Informal Settlements. The council has robust programmes towards improving access, retention, transition and completion rates in these regions.
- The consulting services (“the Services”) includes consulting services to strengthen institutional capacity, enhance council’s resource mobilization strategies, management of partner relations and support in the overall implementation of its projects and programmes.
- The Council wishes to invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
- Tendering is open to all qualified and interested Tenderers.

- Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- The consulting services (“Services”) include technical support to NACONEK’s Technical Division in six key areas: School Meals Programme, Duksi and Madrasa Integration, Low-Cost Boarding Schools, Youth Skills Development, Climate SMART Initiatives, and WASH in Education, including stakeholder engagement and safeguard compliance.
- Further information can be obtained at the address below during office hours between 0900 to 1600 hours East African Time (EAT), Monday to Friday, excluding lunch hour (1300 to 1400) and public holidays.
- Expressions of Interest (EOI) shall be submitted online through the Government of Kenya e-Government Procurement System (e-GP) on or before 9th February 2026 at 10.00 a.m. East African Time (EAT). Late submissions shall not be accepted.
