INVITATION TO BIDDER
PROVISION OF CREATIVE, ADVERTISING AND PUBLIC RELATIONS (PR) SERVICES
RFP Number RFP LK/CAPR/2/2026
Liberty Kenya invites proposals (technical and financial) from interested and eligible bidders with a
proven track record in the provision of Creative, Advertising, and Public Relations (PR)
Services Consultancy, in accordance with the Terms of Reference.
The financial proposal should be net inclusive of all taxes and must be expressed in Kenya shillings
and shall remain valid for 120 days from the closing date of the RFP, well indicated and tabulated
where applicable.
2.1 Confirmation of participation
Prospective bidders who intend to participate in this Request for Proposal (RFP) are hereby
required to confirm their intention to bid by submitting a written notification via email to the Liberty
Kenya Procurement Team within five (5) days from the date of publication of this RFP.

2.2 Submission of Proposal
You are required to separate your proposal submission and the relevant documentation and submit
them as two (2) distinct submissions: Technical and Financial marked as below:
• Technical Proposal – Provision of Creative, Advertising and Public Relations (PR) Services
– RFP LK/CAPR/2/2026
• Financial Proposal – Provision of Creative, Advertising and Public Relations (PR) Services
– RFP LK/CAPR/2/2026
Completed RFP documents, comprising Technical and Financial proposals, are to be submitted
electronically in PDF format. Submissions must clearly indicate the subject line:
“Provision of Creative, Advertising, and Public Relations (PR) Services – RFP
LK/CAPR/2/2026.”
All documents should be sent to the Liberty Kenya Procurement Office via email at
groupprocurement@libertylife.co.ke on or before Friday, 20th March 2026, at 12:00 p.m.
Please note: Late submissions will not be accepted
2.3 Request for Clarifications and Enquiries
Prospective bidders may submit requests for clarifications no later than five (5) days prior to the
submission deadline. All clarification requests and inquiries regarding this RFP should be sent
promptly via email to: groupprocurement@libertylife.co.ke
