REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES
CONSULTANCY SERVICES FOR SECURITY LIAISON (INDIVIDUAL CONSULTANT) FOR
MULTINATIONAL HORN OF AFRICA ISIOLO – MANDERA CORRIDOR: EL WAK –RHAMU (A13) ROAD UPGRADING PROJECT
TENDER NO KeNHA/2937/2026
- The Government of the Republic of Kenya has received financing from the African Development Bank (AfDB) to finance
the El Wak – Rhamu Road Upgrading Project, and intends to apply part of the proceeds for this loan to make eligible
payments under the contract for the provision of Consultancy services for Security Liaison (Individual Consultant) for the
proposed Upgrading of the El Wak-Rhamu (142km) road section in Mandera County. - The Consultancy Service, among others, will include: (i) liaise, advise and assist the Engineer / the Employer on security
related requirements, including participating in planning operations and providing safety and security coordination inputs;
(ii) Coordinate security-related issues with appropriate agencies and organizations participating in the project; (iii) Undertake
threat and risk analysis for selected project worksites and offices; (iv)Oversee development of appropriate mitigation strategies
and security plans by relevant agencies; (v) Ensure appropriate measures are undertaken for the protection of project
personnel, facilities, offices and assets; (vi) Monitor project activities for compliance with established African Development
bank and KeNHA standards, and report noncompliance to the concerned authorities; and disseminate pertinent security information
and advice to the concerned authorities in a timely manner; (vii) Work in close liaison with the GOK security agencies
in mapping and addressing emerging security risks that may have direct impact on the project implementation. - It is envisaged that the Consultant’s Services will be for a duration of fourty eight (48) months.
- The Kenya National Highways Authority (KeNHA), being the implementing agency of the Government of the Republic of Kenya
now invites eligible Individual Consultants to indicate their interests in providing the above services. - Interested Individuals must provide information indicating that they are qualified to perform the services (Curriculum Vitae
(CV), documents, reference to similar services, experience in similar assignments, etc.). - Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development
Bank’s “Procurement Policy for Bank Group Funded Operations”-August, 2015, which is available on the Bank’s
website at http://www.afdb.org. - Expressions of interest must be delivered in written form and clearly marked with the assignment title & Tender No. and
deposited in the box at Kenya National Highways Authority Headquarters, 2nd Floor, Block C, Barabara Plaza, so as to be
received on or before Thursday, 26th March, 2026 at 1100hrs local time.
