COUNTY GOVERNMENT OF MARSABIT TENDER MARCH 2026
REQUEST FOR PROPOSAL (RFP)
The County Government of Marsabit intends to procure consultancy services for the preparation of the County
Physical and Land Use Plan (Spatial Plan (CSP)) in accordance with the Constitution of Kenya (2010), the County
Governments Act, the Physical and Land Use Planning Act, 2019, and relevant national planning policies.
1. The Plan will provide a long-term (10-year) spatial development framework to guide land use,
infrastructure development, environmental management, settlement planning, and investment decisions
across Marsabit County.
2. The County is planning to implement the full scope of the County Spatial Plan at an estimated total cost of
Kshs. 130,000,000, to be financed over two financial years; Kshs 30,000,000 already budgeted in the
Current Financial Year FY 2025-2026 and Kshs 100,000,000 in FY 2026/2027 as per commitment from
County Treasury. The phasing shall apply to budgetary allocation and payment scheduling only, and not to
the scope of work.
3. The Procuring Entity now invites proposals to provide the following consulting services (here in
after called “the services”): Provision of Consultancy Services to Develop the Tracking and
Reporting Tool for Climate Finance. More details on the Services are provided in Section 8 on
Terms of Reference.
4. If a Consultant is a Joint Venture (JV), the full name of the JV shall be used and all members,
starting with the name of the lead member. Where sub-consultants have been proposed, they shall
be named. The maximum number of JV members shall be specified in the DS.
5. The Consultant shall properly tape bind and chronologically serialize all pages of the Request for Proposal
documents submitted.
6. A firm will be selected under Open Tendering and in a format as described in this RFP, in accordance
with the Public Procurement and Asset Disposal Act 2015, a copy of which is found at the following
website: www.ppra.go.ke.

b. Whether you intend to submit a proposal alone or intend to enhance your experience by
requesting permission to associate with other firm(s) (if permissible under Section 2,
Instructions to Consultants (ITC), Data Sheet 14.1.1). -
