The Government of Kenya, with financing from the World Bank, invites eligible consulting firms to submit
Expressions of Interest (EOI) for the assignment indicated above under the National Youth Opportunities
Towards Advancement (NYOTA) Project.
The NYOTA Project aims to enhance employment, earnings, and savings among vulnerable youth aged 18–29
years and up to 35 years for Persons with Disabilities across all 47 counties, including refugee-hosting areas.
The consulting services (“the Services”) include Beneficiary Tracer study and Impact Evaluations to assess
the effectiveness of the project interventions. These studies will be carried out six (6) months after each
intervention is completed, with a focus on assessing outcomes such as Skills development and employability;
Employment outcomes and income levels; Savings behaviour and financial inclusion as well as Livelihood
improvements and access to opportunities. The tracer studies will not only assess post-intervention
outcomes but also analyze the factors contributing to success or failure, such as labor market conditions,
socio-economic barriers, and the relevance of training and support interventions to actual employment and
livelihood outcomes.
The consultant(s) will design survey methodologies and instruments, collect and analyze data, and prepare
and submit comprehensive reports. They will be responsible for obtaining necessary permissions, and ensuring
ethical considerations are met, including in refugee areas. They will oversee data collection, provide
training to the field team, conduct pilot surveys, and compile a final tracer report incorporating feedback from
stakeholders. The scope of work involves conducting extensive mixed-methods beneficiary tracer studies
covering the entire project duration, tracing all beneficiaries of the interventions, and analyzing outcomes by
various subgroups.
Interested firms should provide information and proof demonstrating that they have the required qualifications
and relevant experience to perform the Services. The detailed Terms of Reference (TOR) for the

The shortlisting criteria are:
a) Legal status recognized by the Government of Kenya. This will include, but not limited to, Consultancy
Firms’ registration by relevant government institutions;
b) The consultant (s) will be a renowned firm or consortium of firms with a minimum of Seven (7) years’
experience in operational monitoring, research, surveys and evaluations
c) Proven experience in conducting research in both remote rural and urban informal areas of Kenya
d) Previous experience conducting tracer surveys in school to work transition and employment Sectors;
e) Experience and capacity to conduct research, surveys and evaluations among diverse communities
with diverse cultural background;
f) Proven track record of having undertaken at least two (2) assignments of a similar nature in the last
five (5) years;
g) Demonstrated technical and managerial capability to deliver the assignment
Note: Key experts will not be evaluated at the shortlisting stage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World
Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in September 2025 (6th Edition)
(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition,
please refer to the following specific information on conflict of interest related to this assignment: “Consultants
shall not be hired for any assignment that would be in conflict with their prior or current obligations to
other clients, or that may place them in a position of being unable to carry out the assignment in the best
interests of the Borrower”.
Consultants may submit their REOI as an individual firm or in association in the form of a joint venture or
sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment.
However, the experience of sub-consultant will not be considered while short-listing.
A Consultant/firm will be selected in accordance with Quality Cost Based Selection (QCBS) method set out
in the World Bank Regulations.
