TO PILOT AND ROLLOUT THE BIOMASS COOKSTOVE VOLUNTARY LABEL STANDARD IN THE COOKING SUB-SECTOR IN KENYA
Opportunity
Transitioning the Improved Cookstoves value chain in Kenya from the current jua kali [artisanal] nature to professional calls for multi-pronged approaches. Interventions that embed quality within the entire stoves value chain is of essence. The concept of quality assurance among stoves producers especially in the rural and peri-urban is yet to get entrenched partly due to their perceived inapplicability to the informal cooking value chains. For some standards, the provisions therein are noted to be too stringent and therefore not readily applicable to the informal sector. While Kenya has domesticated some of the international standards to fit the country context, the applicability of the domesticated standards to the biomass cooking segment of the market still elicits mixed reactions.
Call for Bids
As the sector grapples with the challenge of assuring quality among cooking solutions available in the market, the Clean Cookstoves Association of Kenya, with support from the Clean Cooking Alliance developed the Biomass Cookstoves Voluntary Labelling Standard [VLS] in 2019. The VLS, yet to be rolled out, is aimed at supporting scaling-up of the production and distribution of improved cooking solutions while working towards ensuring regulatory compliance to existing frameworks. Piloting and eventual roll-out of the VLS in the sub-sector will encourage and empower consumers and other buyers to make informed purchasing decisions.
It is in this regard that GIZ Kenya is seeking the services of a consultant to pilot and roll out the Biomass Cookstove Voluntary Label Standard [VLS] among pre-selected ICS producers/manufactures in Kenya. The assignment will entail review of the existing label against market dynamics, improve or make any relevant alterations to the label and Jhen piloting with pre-selected stoves producers. It is expected that following successful pilot, the label will be rolled out to a wider target audience. In addition, capacity building of sector players will be undertaken to enhance better understanding of the value added by the label both to consumers and entrepreneurs. Interested bidders must provide verifiable proof of qualifications and experience. The consultant is requested to review the indicated qualifications in the Terms of Reference [ToRs] which will be shared.
