CALL FOR PROPOSALS FOR KOSAP SOLAR AND CLEAN COOKING SERVICE PROVIDERS RESULTS-BASED
FINANCING (RBF) FACILITIES

Driven by the imperative to provide equal opportunities across the entire Kenyan territory as key
to achieving Kenya’s Vision 2030, and the national target of achieving universal access to electricity
by 2026 and universal access to clean cooking solutions by 2028, the Government of Kenya (GoK)
seeks to close the energy access gap by providing electricity and clean cooking services to remote,
low density, and traditionally underserved areas of the country. The GoK is currently implementing
the Kenya Off-Grid Solar Access Project (KOSAP) with financing from the World Bank. The project
covers 14 counties of Kenya: West Pokot, Turkana, Marsabit, Samburu, Isiolo, Mandera, Wajir,
Garissa, Tana River, Lamu, Kilifi, Kwale, Taita Taveta and Narok. The project started in November
2018 and ends in May 2025.
SNV www.snv.org is the Facilities Manager for Component 2 of KOSAP which consists of two
sub-components: (i) sub-component 2A which is a Solar Service Providers Results-Based Financing
(SSP RBF) Facility; and (ii) sub-component 2B which is a Clean Cooking Solution Service Providers
Results-Based Financing (CCS RBF) Facility.
The US$12 million Solar Service Providers RBF Facility and the US$3.2 million Clean Cooking
Solution Service Providers RBF Facility are designed to compensate off-grid solar companies and
clean cooking solutions providers, respectively, through Result-Based Financing (RBF) for initial,
ongoing incremental, and opportunity costs associated with expansion of operations in the 14
KOSAP Counties.
