  1. The Government of Kenya (GoK) has received financing from the World Bank [IDA] and Agence Française de Developpement (AFD) towards  the cost of the Second Kenya Informal Settlements Improvement Project (KISIP 2) and intends to apply part of the proceeds  towards payments under the contract for Construction of Roads/Footpaths & Drainage Systems and lighting Works in Selected Informal Settlements (Kibokoni M17E Settlement} in Kilifi County. This contract will be jointly financed by Agence Francaise de Developpement (AFD): “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
  2. The County Government of Kilifi now invites sealed Bids from eligible Bidders for the construction and completion of the works described below:

Kibokoni M17E Settlement: Roads/Footpaths & Drainage Works, Water Supply works and Public Lighting works

The nature and scope of works is detailed in the bidding documents but will generally comprise the following:

  1. a)General and Preliminary Items
  2. b)Roads and Drainage Works
  • Pavement structure comprising of;

For 9m carriageway width

  • 300mm thick improved subgrade compacted in two layers of 150mm to 100% MDD (AASHTO T99]
  • 200mm thick Natural Gravel material Sub base, minimum CBR 30%
  • 150mm thick 2% Cement Treated Gravel Base
  • 35mm thick Type II Asphalt Concrete
  • Double surface dressing on shoulders [6/10mm and 14/20mm precoated aggregates]

For 6m carriageway width:

  • 300mm thick improved subgrade compacted in two layers of 150mm to 100% MDD (AASHTO T99]
  • 200mm thick Natural Gravel material Sub base, minimum CBR 30%
  • 150mm thick 2% Cement Treated Gravel Base
  • 50mm Sand/Quarry dust layer course
  • 80mm heavy duty concrete paving blocks

The Footpaths/Walkway works entail:

  • 60mm concrete blocks surfacing
  • 50mm Sand/Quarry dust layer course
  • 100mm Natural Gravel base
  • 150mm Natural gravel Subbase

The Drainage system construction works shall include;

  • Cross pipe culverts and access culverts
  • Lined open and Covered U-shaped drains
  • Street Lighting Works
  • Installation of 3Nr. High Mast lights
  1. Bidding will be conducted through international competitive procurement using a Request for Bids [RFB] as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”], and is open to all Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from Head of Supply Chain Management, County Government of Kilifi, e-mail supplychain@kilifi.go.ke  and inspect the Bidding document during office hours from Monday to Friday between 8:00 AM to 5:00 PM except on public holidays at the address given: Kilifi Referral Hospital, Matron Chivatsi Building, Room No. 511

Bids must be delivered to the address below

Tender Box, Ground Floor, Kilifi County Treasury Building on or before Thu 1st March 2024 at 11:00 am. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at Department of Lands, Physical Planning, Housing and Urban Development, Kilifi County Government, Bofa Road opposite KMTC on Tue 1st March 2024 at 11:00 am.

All Bids must be accompanied by a Bid Security of KES. 5,600,000
