  1. The Government of Kenya has received financing from the World Bank and Agence Francaise de Developpement toward the cost of the Second Kenya Informal Settlements Improvement Project (KISIP 2) and intends to apply part of the proceeds toward payments under the contract for Construction Of Roads/Footpaths & Drainage Systems works In Selected lnformal Settlements (Kombani Settlement) in Kwale County. This contract will be jointly financed by Agence Francaise de Developpement (AFD)., “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
  2. The County Government of Kwale now invites sealed Bids from eligible Bidders for the construction and completion of the works described below:
  • On road reserves 6m wide the Road works entail:
  • Carriage way of 6m width

Pavement structure comprising of;

  • 300mm thick improved subgrade compacted in two layers of 150mm to 100% MDD [AASHTO T99)
  • 200mm thick Natural Gravel material Sub base, minimum CBR 30%
  • 150mm thick 2% Cement Treated Gravel Base
  • 35mm thick Type II Asphalt Concrete

The Drainage system construction works shall include;

  • Cross pipe culverts and access culverts
  • Lined open and covered drains
  1. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” “First published July2016 and revised fifth edition September2023” (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
  2. Interested eligible Bidders may obtain further information from The Procurement Officer, County Government of Kwale and inspect the Bidding document during office hours 8:00 AM to 5:00 PM at the address given below Kwale County Government Offices, Likoni- Kinango Road, opposite Huduma Centre.
  3. The Bidding document in English may be downloaded for free at www.kwalecountygov.com  or Public Procurement Information Portal (PPIP).
  4. Completed Bids must be enclosed in a plain sealed envelope marked with the bid name and number and be deposited in the tender box located the county treasury on or before 3rd April 2024 at 10:00 AM (EAT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 3rd April 2024 at 10:00 A.M. (EAT)
  5. All Bids must be accompanied by a Bid security of Kenya shillings Three million nine hundred eighty thousand only (3,980,000)
  6. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”]
