CONSTRUCTION, REHABILITATION AND EXPANSION OF GROUNDWATER – BASED RURAL WATER SUPPLY SCHEMES

GARUWASCO TENDER APRIL 2026 

REQUEST FOR BIDS 

1. The Government of the Republic of Kenya (GoK) has received financing from the World Bank toward the cost of The Horn of Africa
   Groundwater for Resilience Project, Kenya. (HoAGW4RP), and intends to apply part of the proceeds toward payments under the contracts
   for KE-GARISSA-545156-CW-RFB-LOT I and KE-GARISSA-545162-CW-RFB-LOT II.
2. The County Government of Garissa – Garissa Rural Water and Sanitation Company Limited (GARUWASCO) now invites sealed Bids from eligible
   Bidders for the following projects:
   i. Lot 1: Construction, Rehabilitation and Expansion of Groundwater – Based Rural Water Supply Schemes – Batch 1 Schemes
   (Ali Kune, Balambala, Baraki, Hara, Medina, Nanighi, Shanta Abak and Ture) in Garissa County
   ii. Lot 2: Construction, Rehabilitation and Expansion of Groundwater – Based Rural Water Supply Schemes – Batch 1 Schemes
   (Dag Elema, Damajaley, Harhar, Kadakso, Kokar, Kulan, Liboi, Towfiq) in Garissa County
3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s
   “Procurement Regulations for IPF Borrowers” dated July 2016, revised 6th edition of February 2025 (“Procurement Regulations”), and is
   open to all Bidders as defined in the Procurement Regulations. .
4. Interested eligible Bidders may obtain further information from County Government of Garissa – Garissa Rural Water and Sanitation Company
   Limited (GARUWASCO), Kulmiye Siyat Rashid, info@garuwasco.co.ke and inspect the bidding document during office hours 0800 to
   1700 hours local time from Monday to Friday, except public holidays. at the address given below. A complete set of bidding documents in
   English may be downloaded free of charge from the following website: https://garuwasco.co.ke/tenders/
5. Bids must be delivered to the address below on or before 15th May 2026 at 11:00am. Electronic Bidding will not be permitted. Late Bids will
   be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the
   address below on 15th May 2026 at 11.10am.
6. All Bids must be accompanied by a Bid Security of KES 10,000,000.00 for Lot 1 and KES 10,000,000.00 for Lot 2 in the form of a bank
   guarantee or in a Bankers Check and shall be valid for 154 days.
