OPEN COMPETITIVE BIDDING (INTERNATIONAL)
CONSTRUCTION WORKS FOR KITUI MATUU LAST MILE
WATER AND SANITATION PROJECT

- This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared
in UNDB online on 31st March 2017. - The Government of Kenya has received Financing from the African Development Bank in various
currencies towards the cost of Kenya Towns Sustainable Water Supply and Sanitation Program. It is
intended that part of the proceeds of this loan will be applied to eligible payments under the contract
for construction of Kitui Matuu Last Mile Water and Sanitation Project - The Athi Water Works Development Agency now invites sealed Bids from eligible Bidders for the
execution of the following works:
a) Matuu Cluster
• Construction of intake works, water treatment plant that will abstract and treat 4,000m3/
day with associated Electrical Mechanical Works
• Construction of 34km DN 63 – DN315 Treated Water Transmission Pipeline with 1,000no.
Consumer Connections
• Supply and Installation of a 150KW Solar Farm
b) Kitui Cluster
• Construction of 500No. Consumer Connections
• Rehabilitation of 2No. Sewer Pump Stations with replacement of the pumps and generators.
c) Wote Cluster
• Construction of intake weir across Kaiti River.
• Construction of 400m3 sump.
• Completion and operationalization of the raising main and distribution lines for the Kaiti
system.
• Construction of 150KW Solar farm
• Equipping & Solarization of 1NoBorehole. - Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures
as specified in the African Development Bank’s Procurement Framework, and is open to all eligible
Bidders as defined in the Procurement Framework. - Interested eligible bidders may obtain further information from the office of The Chief Executive
Officer, Athi Water Works Development Agency, and inspect the bidding document during office
hours 8.00am to 5.00pm (East African Time) on weekdays except public holidays at the address given
below. - The bidding document in English may be purchased by interested eligible Bidders upon the submission
of a written application to the address below and upon payment of a non-refundable fee of KES
1,000.00. The method of payment will be cash or Banker’s Cheque. Documents can also be downloaded
from the AWWDA website: www.awwda.go.ke and www.tenders.go.ke. Tender documents
obtained electronically will be free of charge. Bidders who download the bidding document from the
website MUST forward their particulars immediately to procurement@awwda.go.ke, for records
and any further clarifications and addenda. - Bids must be delivered to the address below on or before 12.00pm East African Time on 21st February,
- Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly
opened in the presence of the Bidders designated representatives and anyone who chooses to attend
at the address below on 12.05pm East African Time on 21st February, 2026. - A mandatory Pre-Bid meeting and site visit shall take place on 17th December 2025 at 10:00
a.m EAT. The venue for the Pre-bid meeting will be at the Tanathi Water Works Development
Agency Offices, KIDP Building, Kitui Town. - All Bids must be accompanied by a Bid Security of KES. 1,500,000.00 (Kenya Shillings One Million,
Five Hundred Thousand Only) in the form of an unconditional bank guarantee. - Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on
the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial
Ownership Disclosure Form as included in the bidding document. - The address referred to above is:
