REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

(CONSULTING SERVICES – FIRM SELECTION)

CONTRACT NO: MoTI-218067-CS-QCBS

ASSIGNMENT TITLE: Consultancy Assignment for the Development of National
Metropolitan Development Strategy and for Five (5) designated Metropolitan Areas
of Mombasa, Kisumu-Kakamega, Nakuru-Eldoret, Wajir-Garissa-Mandera, and Kitui-
Mwingi-Meru as identified in the Kenya Vision 2030

  1. The Government of Kenya has obtained a credit from the International Development Association (IDA) towards the cost of Kenya Urban Support Program (KUSP) and it intends to apply part of the proceeds toward payments under the contracts for Consultancy Assignment for the Development of National Metropolitan Development Strategy for 5 designated metropolitan growth areas in Kenya; Contract No. KE-MoTI-218067-CS-QCBS
  2. The consulting services (“the Services”) include i) preparing the Master National Metropolitan Development Strategy for Kenya; ii) preparing the Metropolitan Development Strategies for each of the five (5) designated Metropolitan regions; iii) preparing Integrated Strategic Spatial Development Plans for the Five (5) designated Metropolitan Growth Areas and; iv) Propose strategic development and _ investments for each metro complete with their implementation plans.

Metropolitan regions are now a reality and they present great development potential as growth poles, business and service hubs. The consultancy will, therefore suggest strategic areas for achieving quality urban livelihoods based on each metropolitan areas’ endowment. The metropolitan areas must ride on and promote the following key national principles: Competitiveness, Comparative advantage, Demonstrate clear interdependency, Primary focus on production rather than consumption; Natural capital endowment and orientation, Urbanization and human capital and settlement; and Transport and communication.

  1. The State Department for Housing and Urban Development, through the Kenya Urban Support Program (KUSP) now invites eligible consulting firms Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
  2. i)The Firm should demonstrate a minimum of 10 years of experience in preparing urban development planning, and management instruments ‘e.g. Programs, Plans, and/or Strategies) in developing countries;
  3. ii)Ability to assemble a multi-disciplinary team of local and international technical experts, which include but not limited to analysis and management of large spatial data, urban development planning, urban infrastructure planning, and capacity building.

iii)    Expressions of Interest to include samples of written outputs of similar tasks

  1. iv)Having undertaken at least 3 similar projects in the last five years;
  2. v)Previous experience working with development partners, including the World Bank is an added advantage
  3. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
  4. The Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
  5. The Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in ‘ the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  6. The expression of interest should be submitted in plain sealed envelope clearly marked “Expression of Interest for Consultancy Services: “Consultancy Assignment for the Development of Consultancy Assignment for the Development of National Metropolitan Development Strategies for 5 designated metropolitan areas in Kenya” to the address below or dropped at the Tender Box situated on Ardhi House, 6th Floor, 1st Ngong Avenue, Nairobi Kenya, So as to be received on or before Monday 21st  February, 2022 at 12.00 Noon East African Time.
