The Co-operative University of Kenya has received a grant from the African Development Bank Group’s Fund for-African Private Sector Assistance (FAPA) to finance me design development, and deployment of a digital platform for the Kenya Rural Transformation Centers.

Objective of the consultancy

The objective of the consultancy is to design, develop and deploy a digital platform for the Kenya Rural Transformation Centers. The platform will be piloted in one of the 7 agricultural zones in Kenya.

The specific objectives of the assignment are as follows:

  1.             Undertake Market demand and user requirements & system requirements analysis and propose solutions. Estimate costs and resources requirements:
  2.             Design and develop the digital platform for RTCs with web and mobile enabled applications;

      iii.            Test & deploy the digital platform for RTCs: and

  1.             Suggest guidelines for maintenance, support and continuous improvement of the platform.

Scope of the assignment

The consultant will undertake design, development and deployment of Kenya Rural Transformation Centers (RTC) Digital Platform. The work will involve:

  1.             Undertaking assessment of market demand and user requirements;
  2.             Organizing a workshop for all stakeholders for business requirements restitution, validation and sign-off;

      iii.            Undertaking system specifications requirements and proposing various avenues of solutions with pros and cons and recommending final solution for decision making, estimating cost and resources;

  1.             Developing and documenting a checklist of hardware and software requirements, including but not limited to mobile technologies, cloud technology and local server and advised accordingly;
  2.             Designing and developing RTC Digital Platform that has enhanced user-friendly interfaces and tools which in­clude value add capabilities and services by integrating the core API functionalities and Anywhere Any Device capabilities including web and mobile device enabled access to the platform;
  3.             Testing and deploying the RTC Digital Platform in an initial pilot in 1 of the 7 agro-ecological zones of Kenya;

   vii.            Developing comprehensive user manuals training manuals and system documentation, based on final platform deployment and implementation:

  viii.            Training & capacity building of users of the platform (both technical users, administrators and end users of the application);

  1.             Identifying and recommending specific entry-points for youth-led service delivery to the Platform’s users, e.g., as ToTs.
  2.             Defining data governance frameworks for interoperability, cross-organizational relationships, data transparen­cy and privacy, etc. for end-to-end delivery of digital services to the FOs and their members;
  3.             Collecting and addressing the issues raised during the pilot phase and improving the system accordingly;

    xii.            Suggesting guidelines for maintenance, support, and continuous improvement of the system.

The Co-operative University of Kenya now invites eligible consultants to indicate their interest in providing these services

 Eligibility

Interested eligible firms are expected to meet the following minimum criteria:-

  1.             Firm or a consortium of firms with experience in software development for management services in agribusi­ness, project management and other relevant experience
  2.             Demonstrate experience, ability and capability to undertake software development and management or similar assignments (include works in the last five years, clients list and successful past partnerships)

      iii.            Financial capability in carrying out the assignment (submit audited accounts for the last three years)

  1.             Registered physical address and contacts

Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, among other requirements) consultants may constitute joint ventures to enhance their qualification.

Expressions of interest in English in one original and two copies, clearly marked with the tender reference No. CUK/ADB/ KRTCDP/01 /2021 -2023 and mention of tender for “EXPRESSION OF INTEREST FOR CONSULTANCY SERVICE FOR DIGITAL PLATFORM DEVELOPMENT FOR KENYA RURAL TRANSFORMATION CENTERS” must be delivered at the CUK tender Box located at the Administration Block (A) so as to be received on or before 26th May 2021 at 2.00pm (East African Time).

Opening of the EOI will be done the same day in presence of the firms representatives who chose to attend at 2.00pm, East Africa Time on Wednesday the 26th May, 2021 at the University Vice-Chancellor’s Boardroom.
