REQUEST FOR EXPRESSION OF INTEREST (REOI)

CONSULTANCY SERVICES FOR COMMUNITY LIAISON OFFICER FOR MWACHE DAM PROJECT

CONTRACT No.: MOWSI/KWSCRP-2/003/2022-2023

1. The Government of Kenya has received financing from the World Bank toward the cost of the Coastal
Region Water Security and Climate Resilience Project (KWSCRP-2) and intends to apply part of the
proceeds from this financing for payment of Consulting Services for Community Liaison Officer (CLO) for
Mwache Dam Project; Contract No: MOWSI/KWSCRP-2/003/2022-2023
2. As part of coordination and supporting the implementation of the project activities, the Government of
Kenya wishes to hire Community Liaison Officer for Mwache Dam Project for a period of up to two (2)
years.
3. The Post – Reporting to the Project Manager, PMU, the Community Liaison Officer (CLO) will be
responsible for facilitating the active involvement and engagement of project affected communities on a
continuous basis in an effort to strengthen and maintain quality relationships amongst Project Management
Unit (PMU), the Contractor, and other stakeholders. The Community Liaison Officer, working
closely with the project management team will oversee and guide effective implementation of all community
engagement commitment and support sharing of information and feedback among the project
implementing team. Key also is for the CLO to have a thorough understanding of the Duruma culture
and communications given that the community is considered as marginalized and vulnerable.

5. The Ministry of Water, Sanitation and Irrigation, State Department for Irrigation (the Client) now invites
eligible individual consultants to express their interest (EOI) in providing these services. Interested consultants
must provide their CVs and information indicating that they are qualified to perform the services.
The de¬sired consultant must have the following skills and expertise:-

Qualifications and Experience
• A Bachelor’s Degree in Community Development, Social Studies, Development Studies or other
relevant discipline and related courses is required;
• An advanced degree in the above fields will be an added advantage;
• Minimum of five (5) years’ experience and demonstrable professional competence in a similar
role;
• Significant relevant work experience in effective community engagement and partnership development,
preferably in investment projects, with local experience being an added advantage;
• Be familiar with the Duruma culture. Ability to communicate in the local language will be an
added advantage;
• A proficient working knowledge of MS office or similar;
• Fluency in English both written and oral.
6. The expected duration of the assignment is two (2) years, with possibility of contract extension, subject
to satisfactory performance. The assignment is expected to commence in May 2023.
7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the
World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in October 2017,
August 2018 and November 2020 setting forth the World Bank’s policy on conflict of interest.
8. Selection of Individual Consultant will be in accordance with the World Bank’s “Procurement Regulations
for IPF Borrowers” July 2016 and revised in October 2017, August 2018 and November 2020.
The selection criteria will be solely based on individual experience and qualifications.
9. Interested consultants may obtain further necessary information at the address below during office
hours between 0900 to 1600 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and
public holidays.
10. The Expression of Interest must be delivered in a written form to the address below in person or by mail
or by e-mail so as to be received on or before 16th May, 2023 at 1000 hours East Africa Time. For
expressions of interest that will be deposited at the Tender Box on Ground Floor, Maji House, the packages
