CONSULTANCY SERVICES FOR DEVELOPMENT OF A KNOWLEDGE MANAGEMENT INFORMATION SHARING PLATFORM

The National Drought Management Authority [NDMA] is a public body established by the NDMA Act, 2016. The Act mandates the Authority to exercise overall coordination over all matters relating to drought risk management and to establish mechanisms, either on its own or with stakeholders, that will end drought emergencies In Kenya. The NDMA provides a platform for long term planning and actions, as well as mechanisms coordination across Government, other bodies, institutions and agencies.

Government policy is that droughts should not become disasters. This commitment Is being actualised through the Ending Drought Emergencies [EDE] strategy, which focuses on measures that reduce vulnerability to the effects of drought, and that improve the quality of response when drought strikes. The EDE is overseen by an inter-governmental committee chaired by the Ministry of Devolution and ASALs and is coordinated by the NDMA.

The EDE initiative is long term, collaborative, embedded in Government, and enhances the use of policy and investment choices that are evidence-based. A Common Programme Framework operationalizes EDE commitments through collaboration and synergy across sectors and agencies at different levels from the community, county and national.

The Authority has received funding from the European Union under the “Ending Drought Emergencies: Drought Risk Management and Coordination – Support to Pillar 6 [EDE / DRMC – SP6]” Grant contract. Under this support, the NDMA seeks to develop a Knowledge Management and Information Sharing System to harness and consolidate drought risk management and EDE information assets generated both within and outside the organisation. The platform will serve as a tool to foster a culture of information sharing among the various actors and provide a unified platform for sharing and accessing information related to drought risk management and EDE.

The deadline for the submission of bids is 2nd March 2020 at 2:00 pm. Bids will be opened immediately thereafter in the NDMA Boardroom on 17th Floor, Lonrho House, Standard Street, Nairobi in the presence of bidders and/or their representatives who choose to attend.
