The Government of the Republic of Kenya has received financing from the World Bank towards the cost of Water and Sanitation

Development Project (WSDP), and it intends to apply part of the proceeds to payments for consulting services for the preven­tion of, and response to, sexual exploitation and abuse within the project areas.

  1. The Project comprises four components; –
  2. a)Expansion of water supply and sanitation services in the coastal region, – Mombasa, Kwale, Kilifi and Taita Taveta Counties
  3. b)Expansion of water supply and sanitation services in Wajir and Garissa Counties
  4. c)National performance-based financing (PBF) that includes support for water and sanitation infrastructure investments, and technical assistance for performance-based financing.
  5. d)Project management to finance the management activities associated with project implementation.
  6. The objective of the assignment is to enhance the capacity of the project to mitigate and manage project-associated risks related to Gender Based Violence (GBV) and Sexual Exploitation and Abuse (SEA) between the project workers and the communities within the project zone of influence and Sexual Harassment between personnel/staff working on a given project, and to ensure survivors have access to safe, confidential and ethical services.   7. The duration of the services is eighteen (18) months.
  8. The Ministry of Water, Sanitation and Irrigation now invites eligible Civil Society Organizations (“CSOs/Consultants”) to indicate their interest in providing the Services. Due to the unique and exceptional nature of the envisaged assignment, the selection is targeting indigenous not-for profit organizations or Civil Society Organizations (CSOs). Interested NGOs/ CSOs/Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  9. a)Have at least 8 years’ experience in the design and implementation of SEA prevention and response programs.
  10. b)Demonstrate knowledge of SEA drivers and risk factors in the project area targeting vulnerable groups and development of programming to respond to those drivers and risk factors.
  11. c)Experience in development and delivery of SEA sensitization and awareness trainings, including trainings tar­geting community facilitators and members of local structures (e.g. village health teams, local council, religious institutions, traditional leaders, schools)
  12. d)Demonstrate experience in the Kenya’s legal, policy and institutional framework for GBV, Child protection and related issues.
  13. e)Demonstrate to have the necessary staff to execute the assignment successfully including key experts, non-key experts and support staff who will be supported by a competent team at the CSO’s head office. The proposal of the CSO shall present the staffing schedule in a manner that makes it clear as to which personnel will be involved in a specific activity. A staff organogram reflecting the envisioned activities should therefore be pre­sented.
  14. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employ­ment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
  15. CSOs/Consultants may associate with other CSOs/Consultants to enhance their qualifications, but should indicate clear­ly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  16. CSO/Consultant will be selected in accordance with Quality Cost-Based Consultants (QCBS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”)
  17. Interested CSOs/Consultants may obtain further necessary information at the address below during office hours between 0900 to 1600 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
  18. The expressions of interest in written form must be delivered in person, or by mail to the address below so as to reach by 16th March, 2021 at 11:00am.
