SPECIFIC PROCUREMENT NOTICE

LAST MILE CONNECTIVITY PROJECT III

CONSULTANCY SERVICES FOR PROJECT SUPERVISION AND MANAGEMENT

1. The Republic of Kenya has received financing from the African Development Bank to finance the Last Mile Connectivity Project III and intends to apply part of the proceeds for this loan to make eligible payments under the contract for consultancy services for supervision and management of the Project.
2. The project comprises the following components:

(a)  Component 1 – System reinforcements: Construction of 13 substations (entailing 3X33/11 kV new substations, 3X33/11 kV substation upgrade/refurbishments, 7X33 kV new switching stations), 211 km of 33 kV lines, and 14 km of 11 kV lines.

(b)  Component 2 – Grid extensions and Last-Mile connections entailing the construction of a total of 650 km of 33 kV lines and low voltage reticulations of 6,798 km, comprising grid densifications and intensifications.

(c)  Component 3 – Project Administration and Management: This will involve:

1. i)Consultancy services, i.e., supervision consultant, to undertake the technical designs, preparation of draft standard bidding documents for works, procurement support to the Implementing Agency, and supervision of the construction works,
2. ii)Consultancy services to undertake annual environmental and social performance audits, and

iii)    Non-Consulting services involving annual financial, operational and compliance audits

(d)  Component 4 – Institutional support and capacity building.

(e)  Component 5 – Environmental and Social Management Framework (ESMF) and Resettlement Policy Framework (RPF) implementation.

3. The services of the Consultant shall include but not limited to the following:

• Undertake preliminary technical designs and preparation of draft standard bidding documents for works
• Procurement support to the Implementing Agency
• Taking part in contract clarification with the contractors and contract preparations
• Approving contractors’ designs
• Supervision of construction works
• Assisting in interpretation of contractual items, establishment of contract management tools, progress measurement thresholds, and the processing of payments
• Supervision of the implementation of Environmental and Social Management plans for the Project
• Preparation of Monthly and Quarterly Progress Reports
• Preparation of the Project closure report

4. Kenya Power, being the Implementing Agency on behalf of the Executing Agency (the Government of the Republic of Kenya’s Ministry of Energy) now invites eligible Consulting firms to indicate their interest in providing the above service.
5. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, in similar conditions and availability of appropriate skills among staff, etc.). The duration of provision of consultancy services will be 36 Months.
6. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African development Banks “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org .
7. Expression of interest must be delivered in written form and clearly marked with the assignment title and Tender Number and deposited in the box at (Kenya Power).
