The Government of Kenya on behalf of Lake Victoria North Water Works Development Agency has requested
for financing from the African Development Bank towards the cost of the National Urban Water
Supply and Sanitation Program (NUWSSP) and intends to apply part of the agreed amount for this loan to
payments under the contract for : Consultancy Services for Review of Feasibility Study Reports, Carry out
Detailed Design and Preparation of Tender Documents, ESIA and RAP Reports for Kipkurere Dam Water
Supply and Sanitation Project.
The objective of the consultancy firm is to undertake review of Feasibility Study Reports, Carry out Detailed
Design and Preparation of Tender Documents, ESIA and RAP Reports for Kipkurere Dam Water Supply and Sanitation Project.
The proposed works as per feasibility studies are as follows:
1. Construction of Zoned Earth Filled Dam of Height 84.5m with an estimated storage capacity of 5.8Million m3.
2. Construction of Raw Gravity Main 1m Diameter 0.85km Steel Pipe
3. Construction of Conventional Water Treatment Plant of Capacity 72,000m3/day
4. Construction of 152.6KWP Solar Farm
5. Construction of conveyance pipelines in steel and HDPE sizes ranging from 250-1000mm approx. 184km.
6. Construction of 22No. RC Storage tanks total Capacity 43,100m3
The overall objective of the assignment are as follows:
i. To review the existing feasibility study report for the dam and water supply and own it;
ii. To carry out detailed designs and prepare tender documents
iii. To design sanitation facilities for major centers and institutions within the project areas.
iv. Update hydrological assessment report, geotechnical assessment report and socioeconomic study
report and financial and economic analysis reports
v. Review and update existing ESIA reports and assist client in obtaining variation to existing NEMA
license or new NEMA license as the case may be;
vi. To carry out RAP study and assist in the implementation of Resettlement of Project Affected Persons (PAPs).
The consultancy services will be carried out over a period of 12 (Twelve) months.
The Lake Victoria North Water Works Development Agency now invites eligible consultants to indicate their
interest in providing these services. Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to
enhance their chances of qualification. The shortlisting criteria are:
a. Experience in similar assignments
b. xperience in similar conditions.
c. Availability of appropriate skills amongst staff (Team Leader, Dam Engineer, Hydraulic Engineer,
Sanitation Engineer, Structural Engineer, Environmental Expert, Surveyor, Electromechanical
Expert, Land Economist, Sociologist, Geotechnical Expert, CAD Technician).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with
the “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available
on the Bank’s website at http://www.afdb.org.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method
set out in the Consultant Guidelines.
