The Government of Kenya has received financing from the World Bank toward the cost of the Eastern Africa Regional Transport, Trade & Development Facilitation Project, and intends to apply part of the proceeds toward payment under the contract for Consulting Services for Development of a Policy and Business Model

The consulting services (“the services”) include development of a business model and recommen­dations on development, access, use and sustainability of the national fibre backbone infrastruc­ture and propose a model for its operationalization and maintenance. This shall be done in co-operation and consultation with the client. The consulting services also involve preparation of a business model for operationalization, maintenance and extension of NOFBI. The duration of the contract shall be six (6) months from the date the contract will be signed.

The ICT Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: –

  1. a)Firm Experience. The firm should demonstrate experience in carrying out similar work in nature.
  2. b)Personnel qualification. The firm should demonstrate having qualified personnel for the assign­ment

Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations, Consultant Guidelines.
