The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Climate Smart
Agriculture Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Consultancy Services for undertaking Project Environmental
and Social Closeout Audit for KCSAP
The Assignment Objectives and Deliverables
The Government of Kenya is seeking for qualified and experienced consultant(s) to work with KCSAP team to
carry out project environmental and social close out audit. The main objective of this assignment is to assess
compliance status and document key lessons learnt from its implementation. In due course, the team will review key
documents, meet with the Government officials, Financier, and a range of stakeholders to seek their views,
undertake field trips, and prepare the Audit report.
The Kenya Climate Smart Agriculture Project now invites eligible consulting firms (“Consultants”) to indicate their
interest in providing the Services. Interested Consultants should provide information demonstrating that they have
the required qualifications and relevant experience to perform the Services.
Shortlisting criteria
• Been registered and operating for 5 years.
• Provide a copy of tax compliance certificate
• Proven similar experience with the World Bank funded projects in Environmental and Social Safeguard Polices
&NEMA and Social Impact Assessment and Audit under NEMA or/and World Bank Environmental in the past
5 years.
• Must have done Social Impact Assessment on at least two (2) projects of similar nature and complexity within
the last 5 years. Previous experience on Bank funded projects within Kenya will be an added advantage.
• Over 5 years of relevant work experience in community infrastructure projects
• At least 5 years of experience on environmental, health and safety (EHS) management and environmentally
friendly design aspects of processing/Agricultural/water related infrastructure.
Key experts will not be evaluated at this stage.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the
association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners
in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The attention of interested Consultants is drawn to paragraphs 1.9 of the World Bank’s Guidelines: Selection
and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by the World Bank Borrowers
(of January 2011 and revised in July 2014 (‘’ Consultant Guidelines’’), setting forth the World Bank’s policy on
conflict of interest.
A Consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in
the World Bank’s Guidelines: Selection and Employment of Consultants.
