REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

(Consulting Services – Quality-and-Cost Based Selection – QCBS)

A. INVITATION
1. The state Department for Livestock now invites eligible consulting firms to provide the above
Consultancy Services as per respective TORs attached.
2. Interested firms must provide information demonstrating that they have the required qualifications
and relevant experience to perform the services as per the TOR.
3. Consulting firms may associate themselves with other consultants/firms to enhance their
qualifications. The form of association must be clearly indicated.
B. THE SHORTLISTING REQUIREMENTS/CRITERIA
I. MANDATORY REQUIREMENTS
1. Submission Letter of the Request for expression of Interest MUST be delivered in written
English language, signed and stamped.
2. Eligibility and legal documents i) Certificate of Registration/Incorporation, ii)CR12 and/or
CR13, iii) Copies of identification documents -National Identification cards or Passports
for all Directors, iv) Power of Attorney)Joint venture agreement/ teaming agreement for
sub consultants, Joint venture etc vi) Valid Tax compliance certificate.
3. Dully filled and signed Confidential Business Question (Form S33)
4. List of key experts and their qualifications as per TORs
5. All pages of the documents must properly be serialized/paginated.
6. A consultant will be selected in accordance with Quality Cost Based Selection method (QCBS)
