1. The NATIONAL ENVIRONMENT TRUST FUND has received fifinancing from GOVERNMENT OF
ITALY toward the cost of the subject consulting services.
2. The NATIONAL ENVIRONMENT TRUST FUND now invites proposals to provide CONSULTANCY
SERVICES TO UNDERTAKE A STUDY ON SOCIO- ECONOMIC TRENDS AND DEVELOPMENTS IN
THE LAKE NAIVASHA BASIN ECOSYSTEM AND DEVELOPMENT OF THE LAKE NAIVASHA BASIN
INTEGRATED MANAGEMENT PLAN (LNBIMP) 2026 – 2036
3. (hereinafter called “the services”). More details on the services are provided in Section 5 (Terms of
Reference).
4. This Request for Proposals (RFP) has been addressed to All Eligible Consulting Firms.
5. If a Consultant is a Joint Venture (JV), the full name of the JV shall be used and all members, starting
with the name of the lead member. Where sub-consultants have been proposed, they shall be
named. The maximum number of JV members shall be specified in the DS.
6. It is not permissible to transfer this RFP to any other firm.
7. A firm will be selected under Quality and Cost Based Selection (QCBS) method and in a format as
described in this RFP, in accordance with the Public Procurement and Asset Disposal Act 2015, a copy
of which is found at the following website: www.ppra.go.ke.
8. The RFP includes the following documents:

Section 3: Technical Proposal Standard Forms
Section 4: Financial Proposal Standard Forms
Section 5: Terms of Reference
Section 6: Standard Forms of Contract (Lump-Sum)
9. Please inform us by 31st JULY 2025 in writing by E-mail NETFUNDTENDERS@GMAIL.COM
a) That you have received this Request for Proposals; and
b) Whether you intend to submit a proposal alone or intend to enhance your experience by
requesting permission to associate with other firm(s) (if permissible under Section 2,
Instructions to Consultants (ITC), Data Sheet 14.1(a)).
- Details on the proposal’s submission date, time and address are provided in the ITC 17.1 and ITC
18.5 of the Data Sheet. Note: Tenders that do not fit in the tender box shall be deposited at the
Reception Desk and recorded in the register located at the reception area at the address indicated in
above - Qualified and interested firms may obtain further information and inspect the RFP document during
office hours Monday to Friday between 0800 to 1700 hours (East Africa Time) at the address given
below.

A complete set of RFP document may be purchased or obtained by interested firms upon payment
of a non- refundable fees of Ksh. 1,000 in cash at the NETFUND Office located at National Water
Plaza, 1st floor, on Dunga Road. RFP document may be obtained electronically from the NETFUND
website, www.netfund.go.ke or the PPIP portal, www.tenders.go.ke RFP document obtained
electronically will be free of charge. Firms downloading document from a designated website shall
advise the Procurement Entity that they have downloaded the RFP document, giving full contact
addresses of the firm as below;
i. Name of the firm
ii. Name and designation of the contact person
iii. Email address
iv. Telephone number
v. Postal address - RFP document may be viewed and downloaded for free from the NETFUND website,
www.netfund.go.ke or the PPIP portal, www.tenders.go.ke. Firms that download the RFP
document must forward their particulars immediately to netfundtenders@gmail.com to facilitate any
further clarification or addendum. - A firm shall chronologically serialize all pages of the proposal submitted.
- Electronic proposals WILL NOT be permitted.
- Proposals will be opened immediately after the deadline date and time specified or
any deadline date and time specified later. Proposals will be publicly opened in the
presence of the firms’ designated representatives who choose to attend - Late proposals will be rejected.
