REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTANCY SERVICES-FIRM SELECTION)

ASSIGNMENT TITLE:                   CONSULTANCY SERVICES TO UNDERTAKE PHYSICAL PLANNING. CADASTRAL SURVEY AND DETAILED TOPOGRAPHICAL SURVEY OF 9 SELECTED INFORMAL SETTLEMENTS IN BARINGO AND NANDI COUNTIES LOT VI – CLUSTER 2

  1. The Government of Kenya, GoK, has received financing from the World Bank towards the cost of the Second Kenya Informal Settlements Improvement Project, KISIPII, and intends to apply part of the proceeds for consulting services.
  2. The consulting services, the Services, include:
  3. a)Desk review of relevant laws and policies governing tenure regularization to contextualize the assignment and prepare a report;
  4. b)Community mobilization and sensitization for stakeholder engagement.
  5. c)Identification, verification and confirmation of perimeter boundaries and preparation of base maps of each informal settlement;
  6. d)Undertaking socio-economic surveys and physical mapping of the settlements;
  7. e)Undertaking Environmental and Social Impact screening;
  8. f)Preparation of Local Physical and Land Use Development Plans for the respective informal settlements;
  9. g)Preparation of Social Management Plan and / or Resettlement Action Plans;
  10. h)Surveying of the resultant parcels and preparation of cadastral plans and cadastral maps;
  11. i)Preparation of detailed topographical surveys for engineering designs
  12. j)Present datasets that will be compatible with KISIP Land Information for each informal settlement;

  14. The expected duration of the assignment is Twelve calendar months
  15. The State Department for Housing and Urban Development, the Client, in the Ministry of Lands, Public Works, Housing and Urban Development, through its Project Implementation Team, now invites eligible consulting firms, Consultants, to indicate their interest in providing the services. Interested Consultants should provide dear and precise information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  16. a)Firm registration: The firm shall be registered/incorporated as a consulting firm with core business in the field of Urban/Physical Planning and or Land Surveying for a period of at least ten years.
  17. b)Firm experience: The firm shall demonstrate as having successfully executed at least two assignments of a similar nature, complexity and in a similar operating environment within the last ten years. Details of the Assignment-name and address of the Client, scope, value, and period should be provided, EOI should include samples of written outputs from previous assignments;
  18. c)Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity including relevant equipment and managerial capacity to undertake the assignment. Key Experts will not be evaluated at the shortlisting stage.
  19. The attention of interested Consultants is drawn to Section III, paragraph, 3.14,3.16, and 3.17 of the World Banks Procurement Regulations for IPF Borrowers July 2016, revised November 2017, revised July 2018 and revised November 2020 Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
  20. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. However, the experience of a sub-consultant will not be considered while short-listing.
  21. A Consultant will be selected in accordance with the Quality and Cost Based Selection, QCBS, method set out in the Procurement Regulations.
