REQUEST FOR EXPRESSION OF INTEREST |
CONSULTING SERVICES FOR ARCHITECTURAL PROGRAMMING FOR THE ENGINEERING AND SCIENCE COMPLEX OF THE UNIVERSITY OF NAIROBI
TENDER NO. UON/FST/EOI/1/2022-2023
- The University of Nairobi has received a financing from Agence Française de Developpement (“AFD”], and intends to use part of the funds thereof for payments under the following project ENGINEERING AND SCIENCE COMPLEX [ESC] OF THE UNIVERSITY OF NAIROBI.
- The University of Nairobi launches this architectural programming mission to define the construction project of a new building complex dedicated to science and engineering in Nairobi, Kenya. The project consists of the creation of a new complex of high- level, sustainable buildings and technical facilities in which some of the activities of the faculties of science and engineering would be gathered and new research and innovation activities would be developed in partnership with private and public companies. The Services of the consultant shall consist of:
- a)Pre-operational phase: feasibility and pre-programming
- The pre-operational phase, including:
- The resumption of feasibility studies.
- The elaboration of implantation scenarios.
- The development of a preferential scenario.
- The pre-operational phase concludes with the delivery of the pre-program.
- b)First operational phase: General programming and tender documents
– The operational phase, leading to:
- The detailed technical program.
- The constitution of the technical file for the consultation of the project designer.
- c)Technical assistance to UoN in the choice of the project designer via an international competition
The assistance during the tendering of the project designer include:
- The support to draft the competition rules
- The project follow-up in phases of Basic Preliminary Design [BPD] and Detailed Preliminary Design [DPD] studies, and
- The analysis of the SPD and DPD files, to help UoN in its evaluation of the architectural and technical files produced by the programming team.
- d)Technical assistance to UoN in the selection of the project management consultant [PMC]
The assistance to the PMC procurement process:
- The definition of the PMC’s services during the design studies and the work execution.
- The writing of the tender documents.
- The assistance in the analysis of the bids and the selection of the consultants].
The University of Nairobi hereby invites Applicants to show their interest in delivering the Services described above.
The maximum budget available is 210,000 Euros.
This Request for Expression of Interest is open to Consulting firms.
Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD’s website: http://www.afd.fr.
Applicants MUST submit with the application, signed and unaltered Statement of Integrity, Eligibility and Environmental and Social Responsibility [Appendix to Expression of Interest] available online on the University of Nairobi website www.procurement.uonbi.ac.ke
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture [JV]. If an Applicant [including any JV member] submits or participates in more than one application, those applications shall be all rejected. However, the same Sub consultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
- A copy of the JV Agreement entered into by all members, or
- A letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Sub consultants.
Experiences and qualifications of Sub consultants are not taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those services. For that purpose, documented evidence of recent and similar services shall be submitted.
Determination of the similarity of the experiences will be based on:
- The contracts size;
- The nature of the Services[ Architectural programming and technical assistance to prepare construction projects]
- The technical area and expertise- Building Construction and related services
- The location (In the region]
The Client will also take into account for the evaluation of the applications the following items:
- Availability of local representatives/partners in the team
- Experience and references of similar missions in the region[Sub-Saharan African]
- Experience and references for Green building assets in the region
- Environmental and social certifications
Among the submitted applications, University of Nairobi will shortlist a maximum of six [6] Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
The Expressions of Interest must be submitted to the address below on or before 20th June 2023. Any documents or any amendment to the application delivered after the stipulated time shall hot be accepted.
