CONSULTING SERVICES FOR DEVELOPMENT OF GENDER ACTION PLANS

MINISTRY OF WATER, SANITATION AND IRRIGATION TENDER 2021 

(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

The Government of the Republic of Kenya has received financing from the World Bank towards the cost of Water and San­itation Development Project (WSDP), and it intends to apply part of the proceeds to payments for consulting services for Development of Gender Action Plans under Component 2: Expansion of water supply and sanitation services in underserved northeastern counties of Kenya.

1. The Project comprises four components; –
2. a)Expansion of water supply and sanitation services in the coastal region, – Mombasa, Kwale, Kilifi and Taita Taveta Counties
3. b)Expansion of water supply and sanitation services in Wajir and Garissa Counties
4. c)National performance-based financing (PBF) that includes support for water and sanitation infrastructure investments, and technical assistance for performance-based financing.
5. d)Project management to finance the management activities associated with project implementation.
6. The main objectives of this assignment are to: (i) undertake rapid gender audits and consultations on water and san­itation issues in Wajir and Garissa counties; and (ii)support the development and implementation of Gender Action Plans for Wajir and Garissa counties.
7. Duration of the assignment is 12 Months.

9. Ministry of Water, Sanitation and Irrigation now invites eligible individual consultants to express their interest (EOI) in providing these services. Interested consultants must provide their CVs and information indicating that they are qualified to perform the services.
10. The desired consultant must be in possession of the following qualifications and experience: –
11. a)An advanced degree (Master or above) in Sociology, Anthropology, Social Development, Gender & Interna­tional Studies, International Development or related field;
12. b)Proven expertise with minimum eight years’ experience in key disciplines associated with gender, citizen engagement and social development, etc. Specific experience on gender mainstreaming in the water sector preferable.
13. c)Experience in qualitative research tools (interviews and focus group discussion) required.
14. d)Extensive knowledge of and work experience within context of gender and social inclusion.
15. e)Knowledge of the Kenya water and sanitation sector, and specifically the North-Eastern region, an added advantage.
16. f)Demonstrated ability to work as a team member for providing innovative solutions to solve complex tech­nical and development issues.
17. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
18. Selection of the Individual Consultant will be in accordance with World Bank’s Guidelines: Selection and Employ­ment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”). The selection criteria will be solely based on individual experience and qualifi­cations.
19. Interested Individual Consultants may obtain further necessary information at the address below during office hours between 0900 to 1600 hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
20. The expressions of interest in written form must be delivered in person, or by mail to the address below so as to reach by 29^th June, 2021 at 11:00am.
