  1. The Government of Kenya has received financing from the World Bank toward the cost of the Second Kenya Informal Settlements Improvement Project (KISIP2) and intends to apply part of the proceeds toward payments under the contract for Contract for Construction of Roads, Footpaths, Drainage, Public Lighting, Water & Sanitation, and Social Amenities Works for Maili Nne, Mwanzo, Shauri, Kipkaren, Segero, KK, & Kasarani for Uasin Gishu County Settlements’ Infrastructure Improvement Works. [Phase 1). This contract will be jointly financed by International Development Association (IDA) and the Bidding process will be governed by the World Bank’s Procurement Regulations.
  2. The County Government of Uasin Gishu now invites sealed Bids from eligible Bidders for the Construction of Roads, Footpaths, Drainage, Public Lighting, Water & Sanitation, and Social Amenities Works for Maili Nne, Mwanzo, Shauri, Kipkaren, Segero, KK, & Kasarani for Uasin Gishu County Settlements’ Infrastructure Improvement Works. [Phase 1], The scope of works includes, but not limited to the following activities, to be executed within a period of 12 months:
  3. a)Construction of a total of 5.7 km and 3.0 km of 9 -12 m and 6 m wide corridor roads respectively, and corresponding storm water drainage works, footpaths, and NMT services in the settlements of Maili Nne, Mwanzo, and Kipkaren in Eldoret Town;
  4. b)Construction of a total of 2.7 km and 2.2 km of 9 -12 m and 6 m wide corridor roads respectively, and corresponding storm water drainage works, footpaths, and NMT services in the settlements of Shauri Segero, KK, and Kasarani in Eldoret Town;
  5. c)Construction of 629 m long footpath along Fafaroo River and a storm water drainage duct in Mwanzo, Eldoret
  6. d)Construction of a total of 5 number 30 m tall, high mast flood lights in the settlements of Maili Nne (1), Mwanzo [1], Kipkaren (3) and grid powered street lighting along select roads in Mwanzo settlement totaling to 2.395 km;
  7. e)Grid powered street lighting along select roads in Shauri, Segero, and KK;
  8. f)Construction of a total of 3 number ablution blocks in Mwanzo (1) and Kipkaren (2);
  9. g)Construction of 2 number ablution block in Shauri and KK settlements;
  10. h)Landscaping and greening of public parks in Mwanzo, Shauri and Kipkaren;
  11. Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing dated July 2016, revised November 2017, revised July 2018, November, 2020 and September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  12. Interested eligible Bidders may obtain further information from the Head of Supply Chain Management, County Government of Uasin Gishu, E-mail address: supplychaink@uasingishu.go.ke  and inspect the Bidding document during office hours i.e., 0900 to 1700 hours East African Time (EAT) at the address given below.
  13. The bidding document in English may be obtained electronically from the Website(s) www.uashingishucounty.go.ke. or the Public Procurement Information portal (PPIP) free access portal www.tender.go.ke  Tender document(s) obtained electronically will be free of charge.
  14. Bids must be delivered to the address stated at the end of this RFB on or before Friday, 1st March, 2024 at 1000 hours East African Time (EAT). Electronic Bidding Will Not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the County Government of Uasin Gishu Room no. 19, ground floor.
  15. All Bids must be accompanied by a “Bid Security” In the form prescribed in the bidding documents of KES 29,000,000.00 (Twenty nine million Kenya Shillings Only).
  16. “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
