DESIGN AND CONSTRUCTIONS SUPERVISION CONSULTING SERVICES IN NYAMIRA COUNTY 2022 – MOE

MINISTRY OF EDUCATION TENDER JUNE 2022 

REQUEST FOR EXPRESSION OF INTEREST 

The Ministry of Education, Government of Kenya has received financing from the Kuwait Fund for Arab Economic Devel- opment (KFAED) towards the cost of the Development of Schools Infrastructure in Nyamira County Project and intends to apply part of the proceeds for consulting services. The project will finance infrastructural projects in 23 Primary schools, 44 secondary schools and 1 Teachers Training College (TTC) in the five (5) Sub-Counties of Nyamira County. The objec- tives of the consultancy services are to:

1. Carry out surveys to finalize the need-assessment in the project schools and agree on the number of schools to be funded from the project as per the Project Development Objectives;
2. Develop all requisite design drawings and tender documents for the procurement of Contractor(s) for the civil works including supporting Ministry of Education in the evaluation of the contractors for the schools constructions;
3. Supervise all civil works; and certify payments to contractors in full consistency with the Terms of Reference (TOR) that: Can be found at the following website: education.go.ke Or can be obtained at the address given below.

The Ministry of Education-State Department of Early Learning and Basic Education now invites eligible Kenyan/Kuwaiti consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria on sole basis at this stage on required qualifications and experience of the firm are:

1. Experience in the assignment, including technical and managerial capability of the firm.

Qualifications and Experience of Key Experts shall not be included in the short listing criteria. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to the following provisions that will be highlighted in the Request for Proposals to be issued to shortlisted firms.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the as- sociation is in the form of a joint venture and/or a sub-consultancy. In either case, the composition of the Consultant’s team should be structured on a 50/50 basis in terms of staff and scope of work between the Kuwaiti firm and the local Kenyan firm.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Act and Regulations.
