DEVELOP A POLICY AND REGULATORY FRAMEWORK FOR RECYCLED PET(RPET)

NATURAL RESOURCES STEWARDSHIP PROGRAMME (NATURES)

BACKGROUND:

The Deutsche Geseilschaft fur Internationale Zusammenarbeit (GIZ) GmbH is a public-benefit German company with worldwide operations in the field of international cooperation for sustainable development. GIZ through the Natural Resources Stewardship Programme (NatuReS) invites eligible Individual consultants or Consultancy firms based in East Africa to support the development of a policy and regulatory framework for recycled PET (R-PET) for Uganda that will provide an improved enabling environment for the PET plastic recycling business and trade in R-PET.

THE ASSIGNMENT:

The consultancy activities will include:

  1. i)Developing a clear evidence-informed policy development approach that will be used in developing the policy and regulatory framework,
  2. ii)Identifying all key stakeholders (local, national. regional/Hast Africa) in the development of the policy framework and determine their needs and goals in consultation with them,

iii)    Reviewing and evaluating current local national and regional regulations and policies relating to PET plastic recycling: Determining the benefits, drawbacks, gaps and flaws in the current policies and regulations: Recommending innovative changes/amendments and.’or new policies/regulations; Presenting a clear analysis of the current policy and legislative environment and factors to support the successful development of the R-PET policy framework,

  1. iv)Drafting an R-PET policy and regulatory framework for Uganda using the approach proposed above,
  2. v)Planning and coordinating with selected stakeholders to hold a validation session of findings and recommendations: Presenting the findings. recommendations and proposals to selected stakeholders for validation,
  3. vi)Preparing a policy brief (abstract) of the R-PET policy and regulator/ framework.

QUALIFICATIONS AND EXPERIENCE:

Post graduate training (Masters or PhD) in environmental law and/or policy, international law and/or policy, environmental economics, economic policy and planning, waste management, public policy, or a related field with a minimum of 10 years of experience.

ELIGIBILITY: East Africa based consultants or /consultancy firms are eligible to apply.

Interested and eligible bidders shall obtain detailed bidding, tendering documents in soft copy form only Kindly submit your request for bidding/ tender documents by email to Procurement-glz-uganda@giz.de starting from the first working day after Saturday 23.07.2022 the first date of publication of this tender by indicating in the subject the tender notice reference number and description “83415243 – Policy and regulatory framework tor R-PET”

Request for clarifications on bidding documents/specifications terms and condition of the tender:

All requests for clarifications to this tendering process shall be shared in writing and should be addressed to GIZ Uganda via email Procurement-giz-uganda@giz.de at least 5 days prior to the bid submission deadline.

BIDS/ OFFERS SUBMISSION DEADLINE DATE AND TIME:

interested bidders should submit their bids/offers electronically by Wednesday, 24.08.2022 at 4.00pm (EAT) to UG_Quotation@giz.de indicating in the subject “83415243 – Policy and regulatory Framework for R-PET”

Failure to indicate the tender reference number in the subject may lead to disqualification of an offer Late submissions will not be accepted!

Bids submitted with GIZ staff or other GIZ emails in copy will be rejected.

Only bids submitted to UG Quotation@glz.de are acceptable.

Two separate emails should be used, one submitting the technical proposals/offer and a second email submitting the financial proposal/offer.

Offers need to be submitted in PDF and zip folders

GIZ only accepts file transfer for submission of documents

exceeding the default mail size of 30 MB.

GIZ advises bidders to split their offers into small emails of less than 10Mbs for faster transmission.

GIZ remains with full rights to cancel this process at any stage without informing providers and at no cost refund to the providers who participate in this tender process
