ECONOMIC EMPOWERMENT EVALUATION CONSULTANCY
About Sightsavers:
Sightsavers works across over 30 countries to eliminate avoidable blindness and promote the empowerment of people with disabilities, focusing on equal participation in society, including employment and economic opportunities.
Purpose of the Consultancy:
This consultancy aims to conduct an evaluation of Sightsavers’ economic empowerment portfolio, focusing on the models and approaches that have promoted inclusive employment and economic empowerment for people with disabilities. The evaluation will emphasize the design and delivery of future programmatic work, particularly two areas: IT academies and agriculture.
Scope of Work: The consultancy will evaluate:
- If the objectives of the unrestricted portfolio have been achieved.
- Which models and approaches have been effective in improving economic inclusion for people with disabilities.
- Effective partnership models that promote inclusive employment.
- Barriers and enablers to financial inclusion for people with disabilities.
Key Deliverables:
- Inception report
- Desk review and analysis document
- Case studies for IT academy and Malawi agriculture project
- Programme workshop to discuss findings and review the Theory of Change
- Final consolidated evaluation report
Timeline:
The consultancy will be carried out between December 2024 and August 2025.
Consultancy Qualifications:
- Expertise in evaluating economic empowerment programs, especially in the context of disability inclusion.
- Experience working in Malawi, Kenya, Nigeria, and understanding of local socio-economic contexts.
- Knowledge of labor markets, disabilities, and the ability to evaluate Theories of Change.
- Proficiency in qualitative and quantitative research methods.
- Strong project management and report-writing skills.
Payment Terms:
To be agreed upon during the interview process.

Interviews will take place in the week of 9th December 2024 and will be conducted via Microsoft Teams.
Selection Criteria:
Sightsavers will assess proposals based on Essential, Capability, Sustainability, and Commercial Criteria.
