ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) FOR WASTE AGGREGATION SITE IN KAKAMEGA COUNTY

CONSULTANCY OVERVIEW
Practical Action, in partnership with Regen Organics and the County Government of Kakamega, is implementing the Circular Economy for Household Organic Waste (CE4HOW) project. This project aims to develop a commercially viable model for managing household organic waste, creating environmental and economic value while improving waste services and supporting informal workers.
As part of this initiative, Practical Action invites NEMA-licensed environmental experts to undertake an Environmental and Social Impact Assessment (ESIA) for the proposed Waste Aggregation Centre (mini-Material Recovery Facility) in Rostaman, Kakamega County. The assessment will identify potential environmental and social risks and propose mitigation measures in line with national regulations.
KEY OBJECTIVES
The ESIA will:
- Assess biophysical, legal, and regulatory conditions at the proposed site.
- Identify environmental and social risks throughout the project lifecycle.
- Facilitate public participation and stakeholder engagement.
- Recommend mitigation and compensatory measures for identified impacts.
- Generate baseline data for monitoring and evaluation.
- Support NEMA approval and ensure full regulatory compliance.
DELIVERABLES
The assignment will include:
- Inception Report (within 1 week of contract signing)
- Draft ESIA Report (including site visits, sample collection, stakeholder consultations)
- Final ESIA Report (including Environmental Management and Monitoring Plan)
- NEMA Certificate of Approval (support submission and follow-up with NEMA)
CONSULTANT REQUIREMENTS
- Valid NEMA Lead Expert license and registration.
- Proven track record in conducting ESIAs in similar contexts.
- Experience in waste management, urban planning, environmental science, and social research.
- Team with expertise in environment, sociology, and planning is preferred.
