Eldoret Water and Sanitation Co. Ltd (ELDOWAS) is a Water Service Provider serving Eldoret
Town and its environs under the license from Water Services Regulatory Board (WASREB). The
company intends to implement a comprehensive and integrated Enterprise Resource Planning
System (ERP) that will enable the company to improve its service delivery to the customers and
enhance efficiency of its operations. The company is therefore inviting software companies for an
EOI on a Financial Reporting, Supply Chain management, Human Resource Management,
Billing, Metering Data Management, Customer management/Relation, Document Management,
Fleet Management and maintenance system as a component of the overall ERP from companies
that have deployed similar software in a similar sector i.e water sector.
The required software must have the below modules/ features as a minimum and be
capable of data processing and generation of required reports:-
1. Financial Reporting.
2. Supply Chain management.
3. Human Resource and payroll.
4. Customer account management
5. Metering and Billing.
6. Receipting, Collecting Credit control
7. Customer Relationship Management
8. Maintenance Management.
9. Management Reports/Water balances and Non-Revenue Water Management.
10. Document management.
11. Geographical Information Systems.
12. E-Board solutions.
13. Data analysis including dashboards.
ELDOWAS therefore invites eligible software vendors to indicate their interest in providing the
Software. Interested Consultants should provide information demonstrating that they have the
required qualifications and relevant experience to provide required software solution. The
shortlisting criteria will be based on:
i. Previous experience in carrying out similar assignments
(Recommendations) from at least 3 firms.
ii. Provide a Valid Tax compliant Certificate
iii. Provide a Certificate of incorporation.
iv. Evidence of Compliance with Data Protection Act of 2019.
Interested consulting firms must demonstrate their qualifications and relevant experience by
providing company profiles, descriptions of similar assignments undertaken, experience in
comparable environments, and evidence of availability of appropriate technical expertise and
professional staff. Shortlisting will be based on experience in deployment of an ERP of similar
scope and complexity, and availability of qualified personnel.

prospective bidders are advised to visit the website regularly to check any updates or
addenda that may be issued. All other Terms and Conditions remain as per the EOI.
Completed Bid Documents enclosed in plain sealed envelopes clearly marked with Reference
Number and Name send to Company’s Head Office without identifying the sender or be deposited
in the Tender Box at Procurement Department not later than 10th April, 2026 at 12.00pm. Bids
will be opened immediately thereafter at the Company Boardroom in the presence of bidders or
their representatives who wish to attend.
