EXPRESSION OF INTEREST [EOI) FOR EQUIPPING OPERATIONALIZATION AND MANAGEMENT OF MALAVA MILK PROCESSING PLANT IN KAKAMEGA COUNTY 

COUNTY GOVERNMENT OF KAKAMEGA TENDER SEPTEMBER 2021 

Background

Kakamega County Investment and Development Agency Ltd [KCIDA] is a county corporation established under section 4 of the Kakamega County investment and development Agency Act, 2018 by the County Assembly of Kakamega. The mandate of KCIDA is to establish an efficient and effective framework for managing county government investments and also co-ordinate and facilitate investments and investors in the county. Malava Milk processing Plant is one of County Government of Kakamega investments and the dairy sector plays a significant role in the county’s socio-economic development including food security, employment creation, rural development and a source of livelihood for smallholder farmers.

The County government of Kakamega is constructing a milk processing plant in Malava sub-county with a proposed processing capacity of 50,000 litres of milk per day situated on an 8-acre piece of land. Construction of the Milk Plant is almost complete and the County Government embarked on increasing the milk production in the County through various initiatives such as establishment of Kakamega Dairy Development Cooperation [KDDC] through an Act of the County Assembly to spearhead the development of the dairy value chain in the county; the One cow initiative program where 2000 in calf heifers were distributed to farmers and over 700 heifers were passed over to farmers from the original cows; subsidized artificial insemination for upgrading dairy herd; support to cooperatives to empower farmers and extension staff for training farmers on best practices for dairy farming. The County government has established four [4] operational smart farms for Dairy and 8 more are being set up to be used as chilling centers in the County. This should improve the current milk production to 250,000 litres per day.

The County plans to roll out School milk program for 124,000 ECDE pupils and this will be ready market for the investor including schools and county hospitals notwithstanding, the population of Kakamega County and that of the neighboring counties who are also consumers of Milk.

Scope of Work

The County Government of Kakamega through the Kakamega County Investment and Development Agency Ltd, is seeking investor[s] who will equip, operationalize and manage the Milk processing plant in Malava Sub- County. This includes installation and commissioning of a complete UHT production line consisting 5,000-12,0001/h variable speed sterilizer complete with homogenizer, aseptic buffer tank, aseptic filling line & CIP system

Eligibility and qualification of bidders

KCIDA invites interested investors [individual or consortium], both local and international, who are familiar with the industry to express their interest in providing the services by submitting information on their commercial and technical capability. In the case of a consortium, the lead agency may express their interest on behalf of the consortium. The Expression of interest [EOI] must be accompanied by certified copies of the following documents which will be submitted alongside the company profile in English language:

1. i)Copies of certificate of incorporation/ business registration;
2. ii)Copies of PIN and Tax compliance certificates OR equivalent

iii)     Relevant factory operating licenses;

1. iv)A copy of the company profile,
2. v)Further demonstration of the capability to deliver the services, including:

• Resource capability,
• Experience in developing and operating similar field
• References attesting to its activities in the food processing or manufacturing industry,

Shortlisting of bidders for subsequent processes shall be based on the above information.

Interested parties may request clarifications on this EOI up to seven [7] days before the EOI submission date. The EO! and any updates/clarifications shall be posted on the Kakamega County website https://kakamega.go.ke/tenders/
