EXPRESSION OF INTEREST (EOI) FOR SUPPLY,INSTALLATION,TESTING AND COMMISSIONING OF ENTERPRISE DATA WAREHOUSE
  1. INTRODUCTION

The State Department for Public Service (SDPS) in the Ministry of Public Service and Gender derives its mandate from Executive Order No. 1 of 2020 and is responsible for management of Government Human Resource Information Systems and Services, Government Payroll Policy and Standards, among other functions.

  1. AIMS AND OBJECTIVES

This Expression of Interest (EOI) is intended to lead to the identification of the most suitable supplier that has demonstrable and sufficient capacity and experience to Supply, Install, Test, Commission an Enterprise Data Ware­house (EDW) as per the best practices that will enable the State Department consolidate Human Resource data in the Public Service.

  1. SCOPE OF SERVICE

The scope of work will entail Supply, Installation, Testing and Commissioning of an Enterprise Data Warehouse (EDW) for the human resource information in the Public Service. The EDW is intended to receive Human Resource data from all the Ministries, Departments, Counties, and Agencies (MDCAs) for planning, budgeting and decision-making.

The Agencies include all State Corporations (Parastatals), Constitutional Commissions and Independent offices that draw funds from the Exchequer in terms of their operations and/or loan guarantees. It will act as a single source of truth for the public sector human resource information that will be used to inform policy decisions.

The number of employees from the MDCAs are approximately 800,000.

All the MDCAs are expected to submit their data to the Enterprise Data Warehouse (EDW) seamlessly from the transac­tional HR systems. The EDW will enable the authorized entities to mine and analyze the information according to their business requirements. The EDW system should provide standard and ad-hoc reports. The proposed EDW solution should be robust, scalable and have sufficient business intelligence tools.

  1. ELIGIBILITY AND EVALUATION REQUIREMENTS

Copies of the following documents must accompany the EOI:

  1.             Certificate business incorporation.
  2.             A valid KRA Tax Compliance Certificate or equivalent.

      iii.            Company profile (Company history, organization structure, contacts, services, affiliation, etc.)

  1.             CV’s of key technical personnel who will handle the project
  2.             Description of at least three (3) similar projects supplied and installed in the last five years.
  3.             Manufacturers Authorization Certificate

   vii.            Give a proposed methodology, plan, and schedule of implementation of the project

  viii.            Demonstration of financial capability in carrying out the project by attaching audited financial statements for the last three (3) years.

Only the bidders who meet our minimum requirements shall be considered for further discussions.

  1. SUBMISSION OF RESPONSES

Expression of Interest (EOI) document should be submitted in two(2) separate envelopes, one marked ORIGINAL and one marked COPY in plain sealed envelopes, clearly marked SDPS/PROC/EOI/01/2020/2021-“Express\on of Interest (EOI) for supply, installation, testing and commissioning of EDW”.

The EOI documents should be addressed to: Principal Secretary, State Department for Public Service, P.O. Box 30050-00100, Nairobi and deposited in the Tender box situated on the 2nd Floor Telposta Towers on or before 9th February, 2021 at 1430 hrs.
