ASSIGNMENT
TITLE: EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR INDIVIDUAL:
1. INDEPENDENT ENGINEERT
2. PROJECT ADMINISTRATOR

- The Government of the Republic of Kenya has received financing from
the OPEC Fund for International Development toward the cost of the
Development of Urban Roads in Arid and Semi-Arid Areas Project
Phase 1 – Construction of Wajir Town Roads. As part of this project,
one of the components involves engaging an Individual Civil Engineering
Consultant to support the Project Implementation Unit (PIU). - Kenya Urban Roads Authority (KURA), a State Corporation under the
Ministry of Roads and Transport, established under the Kenya Roads
Act, 2007, are the implementing agency for the works. - The Kenya Urban Roads Authority (KURA), the implementing
agency, invites qualified Civil Engineers and Project Administrators to
express their interest in providing the services. - The shortlisting criteria are:
a. Civil Consultant Engineer: –
The tasks to be carried out under the assignment include but are not
limited to:
i. Contractual and Technical Oversight
• Interpret contract provisions impartially where disputes arise
between the Client, Resident Engineer, and Contractor.
ii. Risk Management
• Risk identification and communication to the necessary stakeholders.
iii. Reporting to stakeholders
• Prepare independent monthly/quarterly reports for the Client
and Donor, covering progress, risks, compliance, and recommendations.
• Independently provide early warnings on bottlenecks that may
jeopardize delivery timelines, costs, or quality.
iv. Dispute Prevention and Resolution:
• Act as a neutral referee in technical and contractual disputes
between the Client, Resident Engineer, and Contractor.
• Provide expert determinations or recommendations before escalating
to arbitration or dispute boards.
The shortlisting criteria are:
i. Must hold a bachelor’s degree in civil engineering from a recognized
university; a master’s degree in a relevant field will be an
added advantage.
ii. Must have a Minimum of 20 years’ experience in the design and
supervision of urban road construction projects.
iii. Must be registered with an Engineering Professional Body/Society
recognized in Kenya, with a valid practicing license in the
category of Professional Engineer.
iv. Must demonstrate experience working in urban and peri-urban
environments; experience in informal settlement road projects
will be an added advantage.
v. Must have proven experience in implementing donor-funded
road projects.
vi. Must demonstrate experience in managing Resettlement
Action Plans (RAPs) and engaging Project Affected Persons
(PAPs).
vii. Must demonstrate capability in coordinating and supervising
relocation of utilities and services in road projects.
viii. Must demonstrate strong leadership and stakeholder engagement
skills.
b. Project Administrator
The tasks to be carried out under the assignment include but are not
limited to:
i. Manage the Project Manager’s busy calendar to efficiently
schedule appointments, organize email, flag urgent requests,
and assist in drafting/composing correspondence as appropriate.
ii. Liaise with the communications team to publicize events that
the Engineer Urban Roads design and Planning is facilitating.
iii. Coordinate project travel arrangements as and when required;
compile documents for meetings; complete travel expense
reports.
iv. Work closely and effectively with the Project Manager and
Director Urban Roads design and Planning, ensuring they are
well informed and appraised of upcoming commitments and
responsibilities, and following up appropriately.
v. Support with conducting literature review, mapping stakeholders,
developing workplans and log-frames, project management,
and preparing supporting documents.
The shortlisting criteria are:
i. Bachelor’s degree in business administration, Records Management,
Project Management, social sciences from a recognized
university.
ii. Minimum of 5 years’ progressive experience in project administration
with emphasis on records and document management in
large infrastructure/road projects.
iii. Demonstrated ability to establish and maintain structured document
control systems (physical and electronic), ensuring accuracy,
confidentiality, and accessibility of project records.
iv. Proficiency in project management software (MS Project/Primavera),
and MS Office Suite.
v. Strong organizational, communication, and liaison skills to
coordinate among the Stakeholders.
vi. Demonstrated ability to prepare, track, and archive project
progress reports, financial records, resettlement documentation
(RAP/PAP), and relocation of services records.
vii. Experience in urban and peri-urban infrastructure projects;
exposure to projects in informal settlements will be an added
advantage.
5. The Kenya Urban Roads Authority now invites eligible individual
consultants in civil engineering and project management to express
their interest in providing the services. Interested individuals
must provide information indicating that they are qualified to
render the services (attach curriculum vitae, copies of academic &
professional qualifications, and registration licensing certificates).
6. The contract is expected to be for a period of Twenty-Four (24) calendar
months.
7. An Engineer will be selected in accordance with the Selection of Individual
Consultants Method set out in the Procurement Regulations.
