This Request for Expression of Interest follows the General Procurement Notice for this project that appeared in Development Business; of 10th August 2020.

The Government of Kenya has received a Credit from International Development Agency (IDA) towards the cost of the Kenya Marine Fisheries and Socio-Economic Development Project (KEMFSED) and intends to apply part of the proceeds of this Credit to payments under this contract: Individual Consulting Services for Development of Blue Economy Strategy at KEMFSED Proj­ect. Contract No. KE-MOMBEMA-C1-2024-030-ICS-INDV/MMBE&MA/SDBE&F/28/2023-2024

The overall objective of this consultancy is to review and finalize the Draft National Blue Strategy for Kenya. The National Blue Economy Strategy is expected to provide a comprehensive framework to consolidate the national efforts and provide strategic guidance to harness and maximize the potential of sustainable blue economy in Kenya to spur socio-economic growth and development.

The tasks to be carried out under the assignment includes but not limited to:

  1. a)Review the current draft National Blue Economy Strategy, and prepare an inception report with a comprehensive work plan and methodology on how to deliver the assignment;
  2. b)Review and synthesize already collected data and information and any further relevant data and information (baseline assessment) with respect to sustainable blue economy and climate risks including strategic and development plans, policy and legal documents at national, regional and global level for each pillar of the Blue Economy;
  3. c)Identify key national institutions in the blue economy sectors and propose an appropriate institutional framework and or coordination mechanism for the effective and efficient implementation of the sustainable blue economy strategy;
  4. d)On the basis of data, information and views gathered from 2 to 3 above, synthesize and compile a comprehensive sustainable blue economy strategy with the commitments, work plans, budgets and timelines of each Blue Economy Institution to reach their agreed targets;
  5. e)Present the draft National Blue Economy Strategy to the State Department for the Blue Economy and Fisheries for further input;
  6. f)Incorporate the inputs from the State Department for the Blue Economy and Fisheries into the National Blue Economy Strategy and submit the final document including implementation plan to the State Department for the Blue Economy and Fisheries;
  7. g)Present the revised National Blue Economy Strategy to selected stakeholders for validation;
  8. h)Incorporate comments / input from the stakeholders ‘validation.
  9. i)Submit a final version of the National Blue Economy Strategy to the State Department for the Blue Economy & Fisheries for onward adoption and implementation.

The consultant shall possess the following qualifications:

  1. i)A minimum of a Master’s Degree in natural resources Economics or any other related relevant qualification from a recognized University;
  2. ii)A minimum of 15 years of progressively responsible experience in public policy and strategies development and research in the fields of natural resources management including fisheries, marine and wildlife, environment, con­servation, climate change, rural development, social sciences, political science, international relations, administration, financial management, budget or related field is required;

iii)   Experience in Similar Assignments; to include and not limited to supporting preparation of strategies, policies and plans; understanding of government procedures in institutional frameworks at national, regional and global processes; experience to produce reports, papers on technical issues; Proven in working with stakeholders in the Marine and Blue Economy Sector.

  1. iv)Registration with professional body/society in Kenya or equivalent with currently valid membership and valid annual practicing licensing (if applicable)

The Consulting Services Contract is expected to be for a period of Six (6) calendar months from the date of commencement.
