PUBLIC NOTICE
INVITATION TO MEMBERS OF THE PUBLIC FOR STAKEHOLDERS ENGAGEMENT MEETINGS ON THE DRAFT AIR QUALITY
REGULATIONS, 2023 AND GUIDELINES ON DESIGNATION OF VEHICLE EXHAUST EMISSION TESTING CENTRE
This is to bring to the attention of all stakeholders and general members of the public that the National Environment
Management Authority, pursuant to the Environmental Management and Coordination Act, No. 8 of 1999
has prepared;
(i) The draft Air Quality Regulations, 2023 intended to repeal the Environmental Management and Coordination
( Air Quality) Regulations, 2014 Legal Notice No. 34
(ii) Guidelines for Designation of Vehicle Exhaust Emission Testing Centres.
The Authority has received comments from various stakeholders and members of the public on the draft Regulations.
Pursuant to Statutory Instruments Act, 2013, the Authority has planned to further engage members of
the public and stakeholders on the same through public hearings. The purpose of the hearings shall be to get
oral submissions on the draft Regulation and the Guideline to ensure that persons likely to be affected by the
proposed Statutory Instrument have adequate opportunity to give their views and to draw on the knowledge of
persons having expertise in the air quality regime. The draft Regulation and the Guidelines can be obtained from
NEMA website www.nema.go.ke. We therefore invite all stakeholders and members of the public for stakeholders’
engagement meetings, which shall be held as follows;

The National Validation Workshop will be held on 11th July 2023, at Panari Hotel, Nairobi.
All the meetings shall use a hybrid model of physical (by direct invitation only) and virtual meetings (the meeting
links shall be available from NEMA website www.nema.go.ke 3 days to the meeting dates).
