- This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared on the African Development Bank Group’s Internet Website on 28th February 2025 and on the MyGov newspaper on 11th March 2025.
- The Government of the Republic of Kenya (GoK) has received financing in form of a loan from the African Development Bank (AfDB) hereinafter called the Bank toward the cost of the Multinational: Kenya – South Sudan Road Corridor Lesseru-Kitale and Morpus-Lokichar Road Upgrading Project Phase 1. The project will be implemented in three lots, Lot 1: Upgrading of Lesseru – Kitale (B14) Road (55Km) , Lot 2: Upgrading of Morpus – Kainuk (A1) Road (54 Km), and Lot 3: Upgrading of Kainuk – Lokichar (A1) Road (74.4 Km). The GoK intends to apply part of the proceeds of the loan toward payments under the contract for the Construction of Lot 1: Upgrading of Lesseru – Kitale (B14) Road (55 Km).
- The Government of Kenya through the Kenya National Highways Authority, herein referred to as the Client now invites sealed Bids from eligible Bidders for Construction of Lot 1: Upgrading of Lesseru – Kitale (B14) Road (55 Km). A margin of domestic preference of 10% shall apply.
- The project traverses through Uasin Gishu, Kakamega and Trans Nzoia Counties and is located within the North Rift Region of KeNHA’s road network. The Lesseru – Kitale highway, forms part of the Suam – Endebes-Kitale-Matunda-Soy (B14) road and measures approximately 55kms. The project road starts at Lesseru interchange – (KM 00) at the junction of Eldoret – Kitale (B14) and Eldoret – Malaba (A8), about 10km from Eldoret town. The road proceeds in a North westerly direction passing through centres in Uasin Gishu of Soy (Km 9), centres in Kakamega of Nangili (Km 18), Furfaral (Km 24), Matunda (km 27), Moi’s Bridge in Uasin Gishu (km 34), centres in Trans Nzoia of Maili Saba km 46), before ending at Kitale town (km 55).
- The construction period is estimated at 36 months and 12 months Defects Notification Period.
- The pavement structure shall comprise of Dense Bitumen Macadam to main carriageway, Asphalt Concrete surfacing to shoulders and service roads, Cement Stabilized GCS Base and sub-base to carriageway, Cement Improved GCS base to service roads, CIG sub-base to service roads and improved subgrade. A double seal surface treatment shall be carried out on the main carriageway, shoulders, and major junctions.

- Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) procedures as specified in the Bank’s Procurement Framework, dated October, 2015 and is open to all eligible Bidders as defined in the Procurement Framework.
- Interested eligible Bidders may obtain further information from and inspect the Bidding documents during office hours i.e., 0800 to 1700 hours at the address given in item 10 below:
- A complete set of bidding documents prepared in English language will be available from 8th August, 2025 and may be obtained free of charge from the Kenya National Highways website – www.kenha.co.ke or the Government of Kenya Supplier Portal – PPIP Procurement Portal: www.tenders.go.ke or purchased from the below address by interested bidders upon payment of a non-refundable fee of KShs. 1,000.00 (Kenya Shillings One Thousand Only) in form of a banker’s cheque payable to: Kenya National Highways Authority.
- There shall be No organized site visit. Bidders are encouraged to make arrangements to visit the site and familiarize themselves with the project road before submission of bids. There shall be a pre-bid conference on 4th September, 2025 at KeNHA Headquarters, 2nd Floor, South Wing, Block C, Barabara Plaza.
- The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Works
- All Bids must be accompanied by a Bid Security of Kshs. 160,000,000 (Kenya shillings One Hundred Sixty Million Only) or its equivalent in a freely convertible currency.
- Bids must be enclosed in plain packages and clearly marked with the Tender Reference Number and Description for identification as appropriate, sealed and transmitted by courier or delivered by hand so as to be received at the address below, not later than 1100hrs local time on 3rd October 2025.
